Shaping the pillars of the maritime economy.


With the goal of achieving an average annual growth rate of Gross Regional Domestic Product (GRDP) of 10% or more over the 5-year period (2026-2030), Ca Mau province is developing a Strategy for the Development of the Marine and Coastal Economy for the period 2026-2030, with a vision to 2045. This strategy outlines the direction for marine and purely marine economic sectors to make a very important contribution, accounting for approximately 40-45% of the province's total budget revenue.


Ca Mau prioritizes investment and construction of coastal infrastructure systems, including coastal urban infrastructure; road networks connecting the coastal corridor transport network linking the region; and maritime transport routes connecting the locality with economic centers, economic zones, and island clusters, creating conditions for the development of the marine and island economy.

The construction and development of the Hon Khoai dual-use integrated seaport, in accordance with the directives of General Secretary To Lam , aims to transform it into a strategic driving force serving the development of the marine economy, logistics, and maritime services, while simultaneously meeting the requirements of national defense and security in the southwestern sea region of the Fatherland.

Strengthening management, protection, and exploitation using integrated methods; marine and coastal ecosystems are investigated and conserved; and the protection and development of coastal protection forests are prioritized. This is being promoted; proactively adapting to climate change, sea level rise, limiting saltwater intrusion and coastal erosion.

Coastal economic zones, industrial parks, and urban areas have wastewater treatment systems that meet environmental regulations and standards. Hazardous waste and solid household waste are collected and treated according to regulations; national and provincial action plans on managing marine plastic waste, and green growth programs and action plans are implemented synchronously and effectively.

As a dynamically developing coastal locality, Song Doc commune identifies the marine economy as a major pillar and primary resource for developing a modern, dynamic urban area on the western coast of Ca Mau province. Mr. Ma Minh Tam, Secretary of the Commune Party Committee, stated: "To realize the province's goal of achieving a total aquatic product output of 7.46 million tons in the 2026-2030 period, with an average growth rate of 5.53% per year; and a total export turnover of approximately 17 billion USD over the five years, the province prioritizes and focuses resources on investing in and upgrading the technical and social infrastructure systems to form a dynamic coastal urban axis in Song Doc and Nam Can, meeting the criteria of a type III urban area in the 2025-2027 period. The orientation towards 2030 is to build Song Doc commune into a modern marine economic center, linked with a comprehensive seaport, fisheries logistics services, seafood logistics, marine tourism, and other strongly developing marine economic sectors."

Specifying the strategy

Ca Mau is developing its marine economy while protecting the biodiversity of mangrove forests and adapting to climate change.

To ensure the effective implementation of development strategies, especially in the marine economic zone, Comrade Lu Quang Ngoi, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, requested the strengthening of propaganda work, unifying awareness, thought, and action in implementing policies and guidelines on sustainable marine economic development, raising awareness about the sea and islands; and implementing policies, guidelines, plans, and programs on marine and coastal economic development.

Ca Mau province has identified the fisheries economy as the mainstay of its economy, ensuring a balance between exploitation and protection of aquatic resources and aquaculture; leveraging advantages, effectively exploiting resources, developing tourism and services, renewable energy, and new economic sectors.

Chairman of the Ca Mau Provincial People's Committee, Lu Quang Ngoi, emphasized that developing coastal economic zones, industrial parks, and urban areas is a key focus for Ca Mau in the new phase. Accordingly, the province will concentrate on investing in and completing the infrastructure of the Nam Can Economic Zone, Song Doc Industrial Park, and Tan Thuan Industrial Park according to the integrated industrial-urban-service model. The province will continue to improve the coastal transportation network from East to West to connect the urban-industrial-port ecosystem, promoting the development of the marine economy, high-tech aquaculture, and tourism; prioritizing key routes such as the Ca Mau - Hon Da Bac - Khanh Hoi - Song Doc - Ganh Hao - Bac Lieu route and the Nam Can - Dat Mui - Hon Khoai route, linked with the investment orientation for the Hon Khoai dual-use integrated port...

Ca Mau Peninsula is being developed as a key national tourist destination on the tourism map.

The strategic breakthrough in the vigorous development of the marine economy, outlined in the Resolution of the First Provincial Party Congress, demonstrates Ca Mau's determination to exploit its advantages and potential, making the marine and coastal economy one of the pillars of growth and a new driving force for the province's development. This will promote the transformation of the growth model towards a green and circular economy; expand cooperation, regional connectivity, and international integration; and ensure close linkages between the marine economic development strategy and the province's overall development goals in the new period.


By 2045, Ca Mau strives to become one of the leading provinces in marine economic development in the Mekong Delta region, achieving criteria for sustainable marine economic development; marine economic sectors will develop in a modern, green growth direction, becoming a driving force for the province's socio-economic development; the material, cultural, and spiritual lives of the people will be improved; and marine and island resources will be managed and exploited rationally, efficiently, and sustainably.
