On the morning of December 4th, at a conference on the arrangement, organization, and handling of public offices and assets after the reorganization of administrative units, Mr. Nguyen Tan Thinh - Director of the Public Assets Management Department, Ministry of Finance - stated that in November, localities had processed 2,352 facilities.

As of December 1st, a total of 17,496 properties (65.8%) have been repurposed. Of these, 798 have been allocated for healthcare purposes; 4,002 for education ; 1,314 for cultural and sports purposes; and 7,952 have been repurposed as offices or operational facilities for administrative and public service agencies.
The number of surplus land and property facilities that need further processing is 9,056. Regarding the provision of machinery and equipment, 100% of commune-level administrative units reported that they have been fully equipped to serve their work.
Some localities have made rapid progress in processing the issue, with a significant decrease in the number of surplus properties (houses and land) since July 1st, such as Nghe An, An Giang , Dien Bien, and Quang Ninh...
Representatives from Hanoi City stated that the city has approved several solutions, including relocating headquarters, converting their functions to serve cultural, sports, and public purposes; handing them over to central government agencies; transferring them to public service units for management; or reclaiming them and handing them over to the Department of Natural Resources and Environment for processing according to regulations. Hanoi has essentially completed equipping the newly reorganized administrative units with the necessary equipment and machinery.

At the conference, several localities reported on the specific situation and difficulties encountered in the process of allocating, arranging, and handling public offices and assets according to the two-tiered local government model.
Nghe An province has classified, repurposed, or transferred assets to local management; and allocated resources to communes according to established quotas. However, the province reports facing several difficulties, including a lack of legal documentation for some facilities, inconsistent planning, a large geographical area, communes located far from the center after mergers, and localized staffing shortages and surpluses.
According to reports from localities, Deputy Minister of Finance Do Thanh Trung stated that, in addition to some localities that have completed the first phase of arrangement, allocation, and handling (such as Nghe An and Vinh Long), there are still many areas with surplus land and buildings that need to be processed. Meanwhile, according to the conclusions and directives of the Politburo, the Secretariat, the Government, and the Prime Minister, the handover of all surplus land and buildings to the relevant entities for management, use, and exploitation must be completed this year.
The Ministry of Finance requests that local leaders directly inspect, supervise, and promptly direct the resolution of difficulties and obstacles arising within their jurisdiction, especially regarding the handling of public offices and assets; and assign responsibilities to members of the People's Committee, departments, agencies, wards, and communes in the implementation process…
Starting this December, the Ministry of Finance will publicly announce the progress in handling surplus office buildings, in accordance with the Prime Minister's directive.
