Following the assessment on June 12th, the Art Council of the Ho Chi Minh City Department of Culture and Sports concluded that Mr. Huynh Minh Hung's use of clothing with chest accessories while performing before an audience constituted an administrative violation of artistic performance regulations, specifically regarding the use of clothing, language, sound, images, movements, means of expression, and performance styles that are contrary to Vietnamese customs and traditions.
According to point b, clause 5, Article 11 of Government Decree No. 38/2021/ND-CP dated March 29, 2021, on regulations on administrative sanctions in the fields of culture and advertising, Mr. Huynh Minh Hung was fined 27.5 million VND.
He has not yet responded to the penalty.
In addition, Mr. Huynh Minh Hung has been suspended from performing for 9 months in accordance with point b, clause 9, Article 11 of Government Decree No. 38/2021/ND-CP dated March 29, 2021. The period for implementing this supplementary penalty is from the date of receipt of the decision, and there are no aggravating or mitigating circumstances.
Previously, on May 7th, singer Dam Vinh Hung met with the Ho Chi Minh City Department of Culture and Sports to explain the "unusual" badge attached to his shirt during his live show "The Day You Light the Stars" on the evening of May 4th. Before meeting with the authorities, Dam Vinh Hung stated that the badge was a normal accessory, intended for decoration to make the outfit more eye-catching, and had no other hidden meaning.
