Steps to automatically renew car registration

No need to bring the vehicle to the inspection center, queue, wait… from June 3, passenger cars with up to 9 seats that are not used for transportation business can look up information themselves and print a confirmation of the validity period of the certificate and inspection stamp.

The Ministry of Transport issued a Circular allowing private vehicles with up to 9 seats to automatically extend their inspection cycle, effective from June 3, 2023.

Registration instructions

According to Circular No. 08, about 1.93 million vehicles will have their certificates and inspection stamps automatically confirmed for an additional 6 months without having to go to motor vehicle inspection centers.

People should note that the management software system will be updated gradually in order of vehicles due for inspection. Specifically, it is expected that on the first day, June 3, vehicles due for inspection until about June 10, 2023 will be updated.

To extend the vehicle registration, the vehicle owner can access the website of the Vietnam Register (www.vr.org.vn) to look up information and print the Certificate of Validity of the Certificate and Inspection Stamp. This Certificate is an inseparable document attached to the Inspection Certificate that has been issued to participate in road traffic according to regulations.

The steps to look up and confirm the validity of the certificate and inspection stamp are as follows:

Step 1:

Access the website of the Vietnam Register http://www.vr.org.vn/ , go to "Check Vehicle Inspection Renewal", the website will appear: https://giahanxcg.vr.org.vn.

Step 2:

Enter the following information: Registration plate, Inspection certificate serial number, verification code then press the "Search" key. In case the issued certificate is eligible for renewal, the result will be displayed on the screen.

Clearly define responsibilities and raise vehicle owners' awareness of vehicle maintenance.

Circular No. 08/2023/TT-BGTVT also clearly stipulates the responsibilities of vehicle owners during the period between two inspection cycles to improve vehicle quality and ensure traffic safety.

Accordingly, vehicle owners and drivers are responsible for maintenance and repair to ensure the technical condition of the vehicle is maintained, and are responsible according to the provisions of law for the act of putting vehicles that do not meet technical safety and environmental protection standards on the road.

In case the inspection unit discovers that the Certificate and Inspection Stamp are counterfeit or erased or modified, it shall make a record of the revocation and transfer it to the police agency for handling according to the provisions of law. At the same time, report to the Vietnam Register and immediately enter the violation information into the inspection management program.

Regarding the form of receiving registration for inspection, the Circular adds regulations that the inspection unit receives registration through one of the following forms: In person, by phone, on the website, or via the online registration application for motor vehicles when the vehicle owner has a need.

For vehicles that fail the first inspection, the inspection unit must warn on the inspection management program about the vehicle's defects and damage so that other inspection units can carefully inspect the vehicle when re-inspecting it a second time, helping to increase the effectiveness of vehicle inspection, improve vehicle quality as well as the responsibility of the vehicle owner.

In case a motor vehicle is re-inspected on the same working day at the same inspection unit, the inspection unit will only re-inspect the items that fail.

Particularly for items related to the brake system or steering system, if any item fails, all items of the corresponding brake system or steering system must be re-checked.

In case of re-inspection on another day or at another unit, all items must be re-inspected.
