After more than 2 months of implementing the task, Bac Ninh province still has some difficulties and problems in the fields of construction and transportation: Provincial planning, urban and rural planning; urban development; transportation... To create the premise to turn Bac Ninh into a class I urban area, a centrally-run city before 2030, the province proposed and proposed to the Minister of Construction a number of contents: Agree to let the province report to the Prime Minister for permission to establish the Bac Ninh urban master plan until 2050, with a vision to 2075; direct specialized agencies to research and give opinions on 3 urban zoning plans south of the Duong River to ensure the progress of the Gia Binh International Airport project and related projects under the direction of Party and State leaders; Agree to allow localities to implement the general planning of communes in parallel, establish new and adjust zoning plans with the process of establishing, submitting for appraisal and approval of the general planning of Bac Ninh urban area.

In the field of urban development, the Minister is requested to promptly submit to the Government for advice to the National Assembly to issue a Resolution on urban classification; Law amending and supplementing a number of articles of the Law on Urban and Rural Planning for localities to implement; select Bac Ninh as the locality to pilot the digitalization of urban development databases in the coming time. In the field of transportation, the Minister is requested to consider and invest in key routes to connect provinces bordering Bac Ninh such as: Ring Road V - Capital Region (CT.39) connecting Thai Nguyen; National Highway 31 section from Km42 - Km99, National Highway 279 section from Km37 - Km93 connecting Lang Son province; direct Hanoi - Bac Giang BOT Joint Stock Company to speed up the progress of synchronous investment in the project to upgrade and expand the Hanoi - Bac Giang expressway in the period of 2026 - 2030.

Affirming the goal of Bac Ninh province to become a centrally-run city by 2028 at the latest, the Chairman of the Provincial People's Committee emphasized that to achieve that goal, the province has positioned 11 contents for development in the new era, creating a breakthrough in development space. In which, the focus is the Gia Binh International Airport project, Bac Ninh province is determined to implement the tasks assigned by the Government. The province has launched an emulation movement, focusing on completing site clearance, meeting the project's progress as well as ensuring the post-resettlement life of all people in the project area...
Based on the agreement on the policy of the Minister of Construction, the investor is requested to work with the province to immediately expand the Hanoi - Lang Son route from 6 to 8 lanes, in which, in the section on Bac Ninh territory, the province will make every effort to clear the entire frontage road for the investor to implement. Regarding the Ring Road V project, the Chairman of the Provincial People's Committee emphasized that if the Ministry of Construction proposes the Government to agree on the implementation policy, the province will try to implement it in order to exploit the remaining space from the border area of Bac Ninh with Hai Phong city and neighboring areas. The Chairman of the Provincial People's Committee hopes that with the working spirit and actions of the Minister of Construction, the difficulties, obstacles and proposals of the province will be promptly resolved. Affirming that Bac Ninh province is determined to work with the Ministry of Construction to develop the transport system infrastructure and with investors to resolve difficulties and implement projects.
In his concluding remarks, Minister Tran Hong Minh highly appreciated the determination in directing and operating, and promoting the work efficiency of the leaders of Bac Ninh province in the construction sector. Many typical works can be replicated for other localities to implement. In particular, the rapid urbanization speed of the whole province, due to the province's initiative in planning and developing transport infrastructure, has attracted many investors to implement projects.
Regarding the proposal on planning content, the Minister agrees with the province and will report to the Government on Rural Urban Planning; assign the Department of Planning and Architecture to coordinate and guide localities in implementation with a long-term vision, creating development momentum for the province.
Regarding urban development, the Ministry also agreed with the locality and reported to the Government to advise the National Assembly to issue a Resolution on urban classification. To strive to achieve the criteria of a centrally-run city, the province needs to make efforts to review and invest in each criterion in the coming time.
The Minister agreed on the investment policy of Ring Road V; at the same time, assigned the locality to proactively implement National Highway 31 section from Km42-Km99, National Highway 279 section from Km37-Km93 connecting Lang Son province according to new, synchronous, modern standards, meeting future development needs. He also agreed on the investment policy to expand the Hanoi-Lang Son expressway, requesting the Deputy Minister to direct the agencies to coordinate with the province and investors to propose investment plans, striving to start construction on December 19, 2025 or before the National Party Congress; Bac Ninh province to implement the frontage roads in the direction of urban roads; the locations of residential tunnels should be replaced by overpasses. For the Xuong Giang bridge project, the units must speed up the progress, completing it by December 19, 2025...
