From the afternoon of May 24 to May 25, heavy rains occurred in Ha Tinh, causing flooding in some localities, greatly affecting the spring rice crop in the fields as well as the harvested rice brought home. According to statistics by noon of May 25, heavy rains caused 2,250 hectares of unharvested spring rice to be flooded; 2,076 tons of harvested rice were wet.
Faced with the urgent situation, Standing Deputy Secretary of the Provincial Party Committee Tran The Dung and Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh, on behalf of the Standing Committee of the Provincial Party Committee and the Provincial People's Committee, signed and issued urgent dispatches to units and localities to focus on implementing measures to respond to floods in the area.
In particular, it requires relevant units and localities to urgently contact rice drying facility owners to promptly dry the wet rice for farmers, and provide instructions on preserving the harvested rice that has not been wet to minimize damage to people.
Following the direction of the province, the Department of Agriculture and Environment and local authorities have actively joined in reviewing and contacting cooperatives and rice drying facilities in the area to support people.

Urgent, busy, bustling is the atmosphere taking place at Hanh Cuong Agricultural Products Processing Service Trading Cooperative (Thach Binh Commune, Ha Tinh City). At this time, the rice drying system with 4 drying ovens of the Cooperative is operating continuously to dry wet rice for people. Before that, right in the pouring rain, the Cooperative workers went to households to support the purchase of flooded rice for people in Ha Tinh City, Cam Xuyen...

Ms. Nguyen Thi Hanh - Director of the Cooperative said: “From dawn until now, the Cooperative has purchased nearly 60 tons of flooded rice for farmers. Currently, we are focusing on purchasing rice for heavily flooded areas such as the communes of Tan Lam Huong, Thach Dai, Cam Vinh (Ha Tinh City); Cam Due, Cam Thach, Cam Thanh, Cam Quan (Cam Xuyen)... With 4 drying kilns operating continuously, we can dry 70 tons of rice per day. However, most of the rice is flooded, so the drying time is longer than usual, and the drying capacity is reduced. In the coming time, the Cooperative will continue to balance warehouses and yards to support the purchase and drying of rice for farmers".

In Khanh Vinh Yen commune (Can Loc district), there is currently a rice drying facility operating with a capacity of 120 - 150 tons/day. This is one of the places that can support people in drying rice after harvest, especially in the weather conditions of many consecutive cloudy days with little sunshine, making it difficult for rice to dry naturally, potentially causing the risk of germination and damage.

Mr. Nguyen Cong Tien - Vice Chairman of Khanh Vinh Yen Commune People's Committee said: "In order to help people promptly find a solution to handle wet rice, the commune government has proactively notified and provided contact information of the facility owner to neighboring localities such as Xuan Loc, Son Loc, Kim Song Truong and some other communes in the region. Thereby, creating conditions for people to arrange transportation and bring rice to the drying facility as soon as possible, minimizing post-harvest risks and contributing to preserving the yield of this year's spring crop".
Not stopping there, in the past two days, when the weather forecast was unfavorable, rice purchasing and drying facilities in the area quickly purchased rice to limit damage to the people.

Mr. Hoang Van Chuong - owner of Chuong Ha Rice Drying Factory in Co Dam Commune (Nghi Xuan) shared: “In 2 days from May 23-24, our facility purchased more than 300 tons of flood-prone rice for people at a stable price according to the market, without any price pressure or refusal to purchase. The facility currently has 3 drying kilns with 10 workers working actively day and night to promptly dry the purchased rice. We are committed to providing maximum support to people in drying rice, especially in the context of many localities in the province being flooded as it is now.”
The spirit of readiness and responsibility of Chuong Ha Rice Drying Factory is also the common spirit of all rice drying facilities and cooperatives providing rice drying services in Ha Tinh.

Mr. Tran Hung - Head of the Department of Crop Production and Livestock (Department of Agriculture and Environment) said: “After a preliminary review, the whole province has 15 establishments, companies, and cooperatives with drying services, concentrated in the areas of Can Loc, Cam Xuyen, Duc Tho, Nghi Xuan, Ha Tinh City. However, there are 5 establishments that are operating at full capacity to dry the rice in the warehouse, so in the near future they cannot receive more rice. For the remaining 10 establishments, we have contacted and received high consensus, ready to support people in drying rice. Some establishments such as: Ha Tinh Seed and Trading Joint Stock Company (Cam Xuyen), Hanh Cuong Agricultural Products Processing Service Trading Cooperative (Ha Tinh City) are focusing on purchasing and supporting rice drying for people. We will continue to review establishments in the area to provide information to people and localities to proactively contact to dry rice”.
