On the morning of July 22, due to the influence of storm No. 3, Bach Long Vi special zone ( Hai Phong city) had strong winds of level 10, gusting to level 12; Cat Ba island (Cat Hai special zone, Hai Phong city) had strong winds of level 6, gusting to level 8. Hai Phong city area had heavy to very heavy rain, with common rainfall of 50 - 100 mm, in some places over 100 mm.

Mr. Dao Minh Dong, Chairman of the People's Committee of Bach Long Vi Special Zone, said that the storm has passed through this special zone but the storm's circulation is still there, with winds gusting at level 10-11 and it is still raining. Regarding the damage caused by storm No. 3, Mr. Dong said that there was no loss of life, property, livestock, irrigation, etc., mainly broken trees.
Before the storm hit, Bach Long Vi Special Zone called for 76 vehicles with 84 workers to take shelter in safe areas. No vehicles were still operating at sea within a range of 0 - 15 nautical miles.
The Flood and Storm Prevention and Search and Rescue Command of the special zone has directed functional forces to evacuate 8 households near the wharf shore to the special zone's multi-purpose sports hall for safe shelter.

In Co To special zone (Quang Ninh province), Secretary of the Party Committee of the special zone Le Ngoc Han said that as of the morning of July 22, the situation on the island was still stable, Thanh Lan and Co To islands were both safe, and no significant damage to people or property had been recorded.
The locality has deployed two working groups with 15 officers and soldiers of the Border Guard to Tran Island to help people clean up fallen trees, collect corrugated iron sheets blown away by the wind, and support people to stabilize their lives. On Thanh Lan Island, dozens of officers and soldiers of the Border Guard Station also joined forces, coordinating with the armed forces and people on the island to cut down fallen trees blocking the road, ensuring smooth traffic.

Mr. Vu Duc Huong, Chairman of the People's Committee of Van Don Special Economic Zone, also said that through inspection, there was no major damage on land or rafts, boats anchored at sea.
Immediately after storm No. 3, the Van Don special zone authorities quickly coordinated with local forces and people to clean up fallen trees, quickly stabilizing the lives and activities of the people.




In addition, other coastal areas such as Cat Hai special zone and the wards of Do Son, Nam Do Son, Duong Kinh, Dong Hai, Hai An, Nam Trieu and the communes of Kien Hai, Hung Thang, Chan Hung of Hai Phong city also did not have any significant consequences caused by the storm. However, not being subjective with the post-storm circulation, localities have proactively implemented storm prevention and control plans to ensure the lives and property of the people.
