With the drastic, "lightning-fast" direction and high determination of all levels, sectors and localities, as of August 16, 100% of communes in Lao Cai province where the Lao Cai - Vinh Yen 500kV transmission line project passes through have completed the approval of compensation plans, site clearance, and resettlement support to hand over the site to construction units to ensure the set schedule.

Early this morning (August 16), under the direct direction of Party Secretary Dinh Khac Yen, Luc Yen commune organized the "Day with the people, with businesses" campaign; mobilized more than 300 cadres, soldiers, and militia forces to cut trees and clear the corridor of the Lao Cai - Vinh Yen 500kV transmission line project, the section passing through the area to hand over the site to units to speed up construction progress.

Comrade Dinh Khac Yen, Secretary of the Party Committee of Luc Yen commune, said: Implementing the 500kV Lao Cai - Vinh Yen power line project, the section passing through Luc Yen commune has 54 households affected at the foot of the pole, 161 households affected in the power grid corridor and 8 households having to be resettled... The initial project implementation process also encountered some difficulties and obstacles, due to the large amount of site clearance, urgent time and lack of consensus from the people. However, with the participation of the entire political system, mass organizations have established working groups to go to each house to propagate and mobilize the people to create high consensus.

Up to this point, the commune has completed the entire compensation plan, site clearance, resettlement support and organized the mobilization of forces to support people in cutting down trees, clearing crops, moving assets to hand over the site to the construction unit in accordance with the province's direction.

In Muong Lai commune, the site clearance for the column foundation has been completed and decisions have been issued to reclaim land from 54 households. To date, the households have received 100% of the compensation.

Regarding the site clearance work of the corridor section related to 107 households (including 95 households affected by agricultural land), the compensation plan has been made public; the appraisal and decision to approve the compensation plan for 95/95 households have been completed. Up to now, the number of households that have received payment and advance payment is 86 households, of which 79 households have received payment and advance payment of 100% of the cost; 7 households have received advance payment of 70% of the cost.

For the 9 households affected by residential land that are subject to resettlement, Muong Lai commune has also publicized the compensation plan and approved the compensation payment plan. The number of households that have agreed and agreed to pay 100% of the compensation cost according to the established plan is 9/9 households. The remaining 3 households that are not subject to resettlement have also agreed to the compensation support plan.

Comrade Hoang Vien, Secretary of the Party Committee of Muong Lai commune, shared: Up to this point, the commune has completed the approval of the compensation plan, site clearance, and resettlement support for local households to hand over the site to construction units to ensure the set schedule.

In the coming time, the commune will focus on directing specialized agencies and functional forces to develop a construction protection plan for the contractor to pull the wire according to the plan. At the same time, mobilize forces to organize cleaning, prepare living conditions to support households to move to new places to ensure safety and hand over clean land to the construction unit.

The 500kV Lao Cai - Vinh Yen transmission line project passing through Lao Cai province is 139.77 km long, passing through 13 communes, with a total of 273 pole locations and 132 anchorages. Up to now, the compensation and site clearance work for the pole foundation has been 100% completed, the plan has been approved and the site has been handed over for 273/273 locations.

Regarding the corridor, the work of measuring, planting, marking, handing over markers and approving the compensation and resettlement support plan for 132/132 anchorage areas has been completed; at the same time, the relocation and resettlement plan for 87/87 households has been approved.

As of August 16, all 13/13 communes in Lao Cai province where the Lao Cai - Vinh Yen 500kV transmission line project passes through have completed approving compensation, support and resettlement plans within the route corridor to hand over the site to construction contractors.

Comrade Trinh Thi Thu Huyen, Deputy Director of the Department of Agriculture and Environment, said: Currently, Lao Cai province has directed 3 working groups of the province to continuously monitor the progress, organize forces to directly go to the communes to urge, guide, and find solutions to remove difficulties in each commune. The province has directed sectors and localities to urgently complete the payment of compensation to the remaining households before August 18; closely coordinate with the Project Management Board and construction contractors to promptly resolve arising issues and problems, ensuring no congestion during the construction process.

At the same time, direct relevant forces in the communes where the 500KV Lao Cai - Vinh Yen line passes through to ensure security and order during the construction process, contributing to ensuring progress in accordance with the direction of the province and the Prime Minister. Continue to mobilize the entire local political system to propagate and mobilize households to move out of the route corridor to carry out the procedures for connecting to electricity; at the same time, develop a plan to ensure people's lives after moving, helping people to stabilize their lives soon.
