According to the Ho Chi Minh City Department of Construction, with Metro Line 1 scheduled to be operational by the end of 2024, the development of commercial, service, and advertising spaces at the stations is necessary to supplement amenities for passengers, maximize the effectiveness of the invested project, and generate additional budget revenue.
The development of commercial and service spaces at the train station is guided by a comprehensive plan, not implemented individually for each location. The development plan must be reviewed in conjunction with requirements for train safety before being submitted to the competent authority for consideration and approval.
On March 31, 2026, the Ho Chi Minh City People's Committee approved the policy allowing the development of a plan for managing and utilizing the infrastructure assets of Metro Line 1 to provide services.
The Metro Line 1 One-Member Limited Liability Company is directly responsible for organizing, managing, and utilizing assets to provide services. This includes commercial and service areas within the station premises, advertising locations within the stations, elevated areas, and other auxiliary spaces.
The unit is currently drafting a plan, seeking feedback from relevant agencies to finalize it and submit it to the Ho Chi Minh City People's Committee for consideration and approval.
The determination of revenue sources will be based on the area, location, type of service, service price, method of selecting the lessee, and specific operating period.
Currently, all revenue generated from providing services using the infrastructure assets of Metro Line 1 is deposited into the Ho Chi Minh City budget for management, monitoring, and evaluation of effectiveness, serving as a basis for developing official exploitation plans and future expansion.
According to the Ho Chi Minh City Department of Construction, there is a complete legal basis to implement the plan for exploitation in accordance with the decrees related to the management, use, and exploitation of railway and transportation infrastructure assets.
Based on the results from Metro Line 1, the Department of Construction will coordinate with relevant agencies and units to assess the practical aspects of operation scope, suitable service types, operational safety requirements, methods for determining service prices, selection of leasing units, revenue management, etc., in order to advise the Ho Chi Minh City People's Committee on building a general mechanism for service and commercial exploitation at metro stations in the future.
