Fines are a measure of traffic management and handling that is widely applied in the current traffic management system. This is to ensure traffic safety and order on the roads. This form is often applied to traffic participants who violate traffic laws.

One of the important tools to help detect and handle traffic violations is the camera system installed at important points on the street. This camera system is capable of recording traffic violations of traffic participants, from running red lights, speeding to not obeying traffic signs. These images and information are then transmitted to the traffic violation processing center.

However, detecting traffic violations is not limited to camera systems. Many times, information about violations is also collected through technical devices of individuals or organizations, as well as from images and information shared on social networks and other media. All these efforts are aimed at ensuring that traffic violations are handled fairly and effectively, while creating a safe and orderly traffic environment for all participants.

This notification requests the unit that detected the violation to proceed with handling.

Or in some cases, the vehicle owner may be invited to the commune-level police headquarters to receive a notice from the traffic police, or when carrying out vehicle registration procedures, the registration agency will notify about the violation and request the traffic police unit that discovered the violation to handle it.

At the same time, the Traffic Police Department emphasized that they do not use phones to report traffic safety violations, and they do not ask violators to transfer fines to any account.

Therefore, it can be affirmed that in all cases of traffic violations and fines, violators will receive written notices or invitations to the commune-level police headquarters to receive notices from the traffic police. Traffic police do not make notifications by phone.

Finally, the Traffic Police Department also recommends that people need to maintain vigilance and not disclose personal information such as ID card numbers, phone numbers, bank accounts, or important personal information to anyone they do not trust.

Currently, in the relevant regulations, there is no specific provision stipulating the specific time for the competent authority to send a notice to the owner of the violating vehicle. In fact, the time for this subject to receive the notice can vary from a few days to a few months. This depends on many factors related to the detection of violations by the competent handling agency and also depends on the performance of that agency itself.

This situation poses some shortcomings in the administrative sanctioning of traffic violations. For example, in cases where a vehicle owner commits a traffic violation and then completes the procedure of selling the vehicle to another entity within the period before they receive the notice of violation, there may be a situation where they avoid the responsibility for the fine they should be responsible for.

To address this issue, it may be necessary to review and adjust the regulations regarding the timeframe for sending notices of infringement. This may include setting a specific time period within which the enforcement agency must send a notice after a breach is discovered to ensure fairness and avoid situations that are contrary to the law.
