Schools want their own resolution on higher education

Information from the Ministry of Education and Training said: The need for a separate resolution on higher education is a recommendation of schools at the meeting on the topic "Orientation for the final assessment report of higher education according to Resolution No. 29/NQ-TW" of the Higher Education Subcommittee, National Council for Education and Human Resources Development on the afternoon of August 11.

Dr. Nguyen Ngoc Linh, Department ofEducation (Central Propaganda Department) said that when preparing the report, the Ministry of Education and Training needs to closely follow the nature and core contents of Resolution 29, including developing the quality of education; changing the methods and goals of education towards developing learners' capacity; innovating education management; limiting negative effects and promoting positive market mechanisms that impact Vietnamese education.

Regarding the direction of the report summarizing 10 years of implementing Resolution 29 of the Department of Higher Education, Mr. Linh said that the report needs to have further proposals after Resolution 29, specifically such as what elements should be added in the resolution, or even whether there should be a proposal for a new resolution or not.

This is also the issue raised by Professor Nguyen Dong Phong, Chairman of the Council of Ho Chi Minh City University of Economics . According to Mr. Phong, the report needs to boldly identify the difficulties in university autonomy and at the same time add some solutions such as strengthening the autonomy and accountability of higher education institutions; increasing investment resources for education, increasing the percentage of budget for higher education; promoting the sense of responsibility, and innovating the governance of higher education institutions.

“Should there be a new resolution to replace Resolution 29?” Mr. Phong said.

Proposing that there should be a separate resolution on higher education, Professor Pham Hong Quang, Chairman of the Thai Nguyen University Council, acknowledged that the leading role of higher education in the development of localities and regions has not been clarified; there is inequality in higher education between regions.

According to Professor Pham Hong Quang, it is necessary to create a system of universities that are centers of innovation. Upgrading lecturers must be a strategic content in the coming time, in which universities and lecturers, in addition to training and scientific research, must participate in policy consulting.

Speaking at the meeting, Deputy Minister of Education and Training Hoang Minh Son acknowledged the contributions of experts and scientists and requested the Department of Higher Education to fully absorb them to develop and complete the final assessment report on higher education according to Resolution 29.

According to Deputy Minister Son, summarizing and evaluating Resolution 29 is important when the entire education and training sector has gone through a period of innovation. There are many things that have been done in the field of higher education such as: autonomy, quality assessment, innovation in enrollment, etc. Resolution 29 does not set a time for implementation, so what has been done and what has not been done needs to be clearly evaluated, thereby orienting the next stage.
