On the afternoon of June 26, Minister of Home Affairs Pham Thi Thanh Tra signed and issued Circular No. 10/2023/TT-BNV guiding the implementation of the basic salary level for those receiving salaries and allowances in public agencies, organizations, and units of the Party, State, Vietnam Fatherland Front, and socio-political organizations.
Accordingly, for officials, civil servants, public employees, and workers, the salary, allowances, and retained differential coefficient (if any) will be calculated based on the current salary coefficient and allowances stipulated in the documents of competent Party and State agencies on the salary regime for officials, civil servants, public employees, and the armed forces, and the basic salary level stipulated in Government Decree No. 24/2023/ND-CP dated May 14, 2023.
Specifically, the salary effective from July 1, 2023, will be equal to the base salary (1.8 million VND) multiplied by the current salary coefficient.
For allowances calculated based on the base salary, the allowance amount from July 1, 2023, will be equal to the base salary multiplied by the current allowance coefficient.
For allowances calculated as a percentage of the current salary plus leadership allowance and seniority allowance exceeding the standard rate, the allowance effective from July 1, 2023, is calculated as follows: (current salary effective from July 1, 2023, plus leadership allowance effective from July 1, 2023, plus seniority allowance exceeding the standard rate effective from July 1, 2023) multiplied by the prescribed percentage allowance rate.

For allowances specified as a fixed monetary amount, the current regulations will remain unchanged.
For the amount of retained differential coefficient (if any), it is calculated based on the amount of retained differential coefficient effective from July 1, 2023, by multiplying the base salary by the currently received retained differential coefficient (if any).
For delegates of People's Councils at all levels, the activity fee is calculated based on the activity fee coefficient for delegates of People's Councils at all levels as stipulated by current law. Specifically, the activity fee effective from July 1, 2023, is equal to the basic salary multiplied by the activity fee coefficient as prescribed.
For part-time officials at the commune, village, and neighborhood levels, from July 1, 2023, the allowance fund allocated by the state budget for each commune, village, and neighborhood, as stipulated in Clauses 5 and 6, Article 2 of Government Decree No. 34/2019/ND-CP dated April 24, 2019, is calculated based on a basic salary of 1.8 million VND/month. The specific allowance levels for these individuals shall be determined according to Clauses 5 and 6, Article 2 of Government Decree No. 34/2019/ND-CP.
From August 1, 2023, the allowance fund allocated by the state budget for each commune, village, and residential group as stipulated in Clauses 1 and 2, Article 34 of Government Decree No. 33/2023/ND-CP dated June 10, 2023, will be calculated based on a basic salary of 1.8 million VND/month. The specific allowance levels for these subjects will be determined according to Clauses 1 and 2, Article 34 of Government Decree No. 33/2023/ND-CP.
For personnel working in cryptographic organizations under the management of the Ministry of National Defense and the Ministry of Public Security, the guidance of the Minister of National Defense and the Minister of Public Security shall apply.
Employees working in classified organizations within Party, State, and socio-political organizations (excluding those under the management of the Ministry of National Defense and the Ministry of Public Security) shall have their salaries, allowances, and retained differential coefficient amounts (if any) calculated according to the method prescribed in this circular.
The guiding circular takes effect from July 1, 2023.
