Specifically, the government has increased pensions, social insurance benefits, and monthly allowances to 3.8 million VND/month for certain cases with low benefit levels after the general increase.

The government issued Decree No. 162/2026/ND-CP dated May 15, 2026, adjusting pensions, social insurance benefits, and monthly allowances.
9 target groups
This Decree adjusts the levels of pensions, social insurance benefits, and monthly allowances for those receiving pensions, social insurance benefits, and monthly allowances before July 1, 2026, including (*):
a) Officials, civil servants, workers, employees and laborers (including those with voluntary social insurance participation time, retirees transferred from the Nghe An Farmers' Social Insurance Fund according to Decision No. 41/2009/QD-TTg on transferring Nghe An Farmers' Social Insurance to voluntary social insurance); military personnel, public security personnel and those working in cryptography who are receiving monthly pensions.
b) Officials of communes, wards, and towns as stipulated in Decree No. 33/2023/ND-CP regulating officials and civil servants at the commune level and non-professional personnel at the commune, village, and residential group levels; Decree No. 34/2019/ND-CP amending and supplementing some regulations on officials and civil servants at the commune level and non-professional personnel at the commune, village, and residential group levels; and Decree No. 92/2009/ND-CP on titles, number, and some regimes and policies for officials and civil servants at the commune, ward, and town levels and non-professional personnel at the commune level; Decree No. 121/2003/ND-CP on the regime and policies for officials and civil servants in communes, wards, and towns, and Decree No. 09/1998/ND-CP amending and supplementing Decree No. 50/CP dated July 26, 1995, of the Government on the living allowance regime for officials of communes, wards, and towns who are receiving pensions and monthly allowances.
c) Persons currently receiving monthly disability benefits as prescribed by law; persons currently receiving monthly benefits under Decision No. 91/2000/QD-TTg on benefits for those who have reached retirement age at the time of cessation of monthly disability benefits, Decision No. 613/QD-TTg dated May 6, 2010 on monthly benefits for those with 15 to less than 20 years of actual work experience who have exceeded the period of receiving disability benefits; rubber plantation workers currently receiving monthly benefits under Decision No. 206-CP dated May 30, 1979 of the Government Council on policies for newly liberated workers engaged in strenuous and health-hazardous occupations who are now old and frail and have to retire.
d) Commune, ward, and town officials currently receiving monthly allowances according to Decision No. 130-CP dated June 20, 1975, of the Government Council supplementing policies and benefits for commune officials, and Decision No. 111-HĐBT dated October 13, 1981, of the Council of Ministers on amending and supplementing some policies and benefits for commune and ward officials.
d) Military personnel currently receiving monthly allowances under Decision No. 142/2008/QD-TTg on implementing the regime for military personnel who participated in the resistance war against the US to save the country and had less than 20 years of service in the army before being demobilized and returning to their localities, as amended and supplemented by Decision No. 38/2010/QD-TTg and Decision No. 22/2025/QD-TTg.
e) People's Public Security officers currently receiving monthly allowances under Decision No. 53/2010/QD-TTg, which stipulates the regime for officers and soldiers of the People's Public Security who participated in the resistance war against the US and had less than 20 years of service in the People's Public Security before resigning or being discharged and returning to their localities.
g) Military personnel, People's Public Security officers, and cryptography personnel receiving salaries equivalent to military personnel and People's Public Security officers who are currently receiving monthly allowances under Decision No. 62/2011/QD-TTg on the regime and policies for those who participated in the war to defend the Fatherland, performed international duties in Cambodia, and assisted Laos after April 30, 1975, and have been demobilized, discharged from service, or terminated their employment, as amended and supplemented by Decision No. 22/2025/QD-TTg.
h) Persons currently receiving monthly benefits for work-related accidents or occupational diseases.
i) Persons currently receiving monthly benefits as prescribed in Article 23 of the Social Insurance Law No. 41/2024/QH15.
The subjects specified in points a, b, c, d, e, f and g above who retired and received pensions, social insurance benefits, and monthly allowances before January 1, 1995 (including those who retired and received disability benefits before January 1, 1995, and subsequently continued to receive benefits under Decision No. 91/2000/QD-TTg and Decision No. 613/QD-TTg), after adjustment, have pensions, social insurance benefits, and monthly allowances lower than VND 3,800,000/month (**).
Timing and level of adjustment
From July 1, 2026, pensions, social insurance benefits, and monthly allowances will be increased by 8% based on the June 2026 rates for the eligible individuals as specified in (*).
From July 1, 2026, those receiving pensions, social insurance benefits, or monthly allowances as prescribed in (**), after adjustment, whose benefit level is lower than VND 3,800,000/month, will be adjusted as follows:
An additional 300,000 VND/person/month will be provided to those whose benefit level is equal to or lower than 3,500,000 VND/person/month;
The amount will increase to VND 3,800,000 per person per month for those whose benefit level is higher than VND 3,500,000 per person per month but lower than VND 3,800,000 per person per month.
The pension, social insurance benefits, and monthly allowances after the above adjustments will serve as the basis for calculating further adjustments to pensions, social insurance benefits, and monthly allowances in subsequent adjustments.
