Significantly improve the provincial competitiveness index.

According to the results recently announced by the Vietnam Chamber of Commerce and Industry (VCCI), Ninh Thuan province's Provincial Competitiveness Index (PCI) in 2023 reached 69.10 points, an increase of 3.67 points, a rise of 19 ranks compared to 2022, placing it 11th out of 63 provinces and cities with the best governance quality. This is Ninh Thuan province's highest score and ranking in the past 18 years.

Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, stated: To achieve the above results, in recent times, our province has implemented many solutions to create a transparent, dynamic, and favorable business environment for all economic sectors; attract investment, develop enterprises, and ensure the sustainable socio-economic development of the province. Based on the assigned tasks, departments, agencies, and the People's Committees of districts and cities have issued plans for implementation; at the same time, they have directed the synchronized and decisive implementation of groups of solutions to improve the investment and business environment. They have organized meetings and dialogues with businesses to promptly identify and resolve difficulties for businesses; continued to improve the efficiency of the Provincial Public Administrative Service Center; reviewed and reduced administrative procedures, increased the provision of online public services at levels 3 and 4; and implemented the assessment of the competitiveness of departments, agencies, and localities under the province (DDCI). Strengthening interaction between provincial leaders and businesses through the Young Entrepreneurs Association via various forms such as: business cafes, creating interactive groups on social media (Zalo, Viber); increasing the provision of information to businesses on policies and mechanisms related to investment, production, and business activities in the province; diversifying forms and sources of investment capital for infrastructure development, prioritizing the socialization of investment to develop socio-economic infrastructure, especially transportation infrastructure and infrastructure in industrial parks and clusters; strengthening digital transformation and perfecting the e-government model towards modernization; publicly and transparently disclosing information and data serving planning, investment, land, business registration, innovative startups, and resolving administrative procedures for businesses and citizens...

Infrastructure investment will attract investors to the Du Long Industrial Park.

Mr. Nguyen Tien Nghi, Chairman of the Board and General Director of MK Construction Investment Joint Stock Company, said: "Our Phu Ha New Urban Area project has received support in administrative procedures, accelerating compensation, land clearance, and land allocation for investment. In particular, the People's Committee of Phan Rang - Thap Cham City has paid close attention to and directed the compensation process, especially the City's Land Fund Development Center, the specialized agency responsible for handling these legal procedures. They have handled cases harmoniously and reasonably between the state agency, the investor, and the people. This has allowed for the early handover of land for the project, enabling us to quickly implement infrastructure construction. Through monitoring, not only our project, but also, as Chairman of the Provincial Business Association, I have observed that the Provincial People's Committee and relevant departments have resolved legal procedures for projects throughout the province very quickly. The Provincial People's Committee has directed the timely, decisive, and effective handling of obstacles faced by businesses in recent times." Therefore, businesses have great confidence in and highly value this.

To further improve the PCI index in 2024 and subsequent years, the province will focus on implementing comprehensive and decisive solutions to strengthen the Party's leadership over administrative reform in the 2021-2025 period, especially solutions to improve the PCI index, coupled with promoting awareness of the significance and importance of improving the PCI index. Sectors and localities will play a dynamic, creative, and pioneering role in supporting and accompanying businesses, creating a dynamic and transparent business environment so that investors and businesses can confidently invest and develop production and business activities in the province.

With the active support of the government and relevant agencies in resolving difficulties related to investment procedures, MK Construction Investment Joint Stock Company is accelerating the progress of the Phu Ha New Urban Area project.

Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, added: In the coming period, the goal set forth in the Provincial Party Committee's resolution is for Ninh Thuan province's competitiveness index to be among the top 15 nationwide by 2025. Therefore, this is both a significant challenge and a particularly important task. Consequently, the entire political system and the business community must be determined to make continuous efforts to maintain this index and prevent its decline in 2024-2025. To achieve this effectively, several important issues stand out and require special attention: the responsibility of state management agencies at all levels and sectors, especially the role of the leaders, to consistently improve the investment and business environment in the province and consider this a crucial and urgent matter. Going forward, it is necessary to be determined to make even stronger improvements in all areas of attracting, encouraging, and promoting the resolution of difficulties for businesses in a serious and responsible manner, so that all difficulties faced by businesses when brought to state agencies are thoroughly resolved. We hope that the business community and entrepreneurs operating in the province will always place their trust in state management agencies in resolving their issues; and at the same time, always cooperate and focus on implementing production, business, and investment activities in the province in accordance with legal regulations. Any remaining difficulties, obstacles, or problems should be promptly brought to state management agencies so that both sides can interact and create a close cooperative relationship to resolve them as quickly and effectively as possible. The sharing of information between state management agencies and businesses, along with timely resolution of issues, contributes to improving the investment and business environment in the province, making it more stable and sustainable.

With proactive and decisive implementation of solutions to improve the PCI index by all levels, sectors, and localities, the province's business environment will be increasingly improved, creating favorable conditions for businesses and investors to confidently produce and conduct business, contributing to socio-economic development in the locality.
