Determined to strongly improve the business investment environment and raise the CPI index

According to the results announced by the Vietnam Federation of Commerce and Industry (VCCI) on the Provincial Competitiveness Index (PCI) in 2023, Ninh Thuan province achieved 69.1 points, an increase of 3.67 points, up 19 places compared to 2022, ranked 11th out of 63 provinces and cities with the best quality of governance. Immediately after the results were announced, Ninh Thuan Newspaper interviewed comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee about this content.

Reporter: Dear Chairman of the Provincial People's Committee, the people and business community in the province are very excited to receive the news that the province's PCI ranking in 2023 has risen to 11th place out of 63 provinces and cities. Could you share about this information?

Comrade Tran Quoc Nam : Not only the provincial leaders but also the business community, entrepreneurs in the province and the people are very excited to receive this result. This is the second consecutive year that the province's PCI ranking has grown by double digits (in 2022, it increased by 19 ranks, in 2023, it increased by 19 ranks). The above results are the result of the efforts and determination of all levels of government, departments, branches and localities; the accompaniment, objective assessment and responsibility of the business community, associations and business associations on the province's investment and business environment and are a great encouragement for the provincial government apparatus to have appropriate reform solutions in the coming time.

This is good news for the province at a time when we are making great efforts to "Accelerate" the implementation of political tasks in 2024, determined to successfully implement the Resolution of the 14th Provincial Party Congress, term 2020-2025.

Reporter: Could you tell us about the groups of solutions that the Provincial People's Committee is focusing on implementing to improve the ranking position of Ninh Thuan province?

Comrade Tran Quoc Nam : The results of the annual PCI index announcement by VCCI are always of interest to the province and are considered a measure to identify itself in order to constantly strive and create motivation to promote improvement of the investment and business environment. PCI is also considered a useful tool and a lever to promote departments, branches and localities in the area to further improve in a favorable direction, actively supporting businesses. With the determination to create a breakthrough in improving the investment and business environment, the Provincial Party Committee, term XIV, 2020-2025, issued Resolution No. 05-NQ/TU on promoting administrative reform in the province by 2025, in which the goal is to strive by 2025 for Ninh Thuan province's PCI index to be among the top 15 provinces and cities nationwide.

Following the resolution, the Provincial People's Committee focuses on promoting groups of solutions, which are: Implementing administrative reforms, especially administrative procedure reforms (AP). Focusing on building e-government towards digital government; continuing to improve and promote decentralization and authorization associated with enhancing responsibility between government levels in management areas related to business investment activities of enterprises. Continuing to improve the efficiency of the Provincial Public Administration Service Center; reviewing and reducing administrative procedures, increasing the provision of online public services at levels 3 and 4; implementing the assessment of competitiveness at the provincial department, branch and local levels (DDCI); enhancing interaction between provincial leaders and enterprises through associations, Young Entrepreneurs Association in various forms such as: Business Cafe, creating interactive groups on cyberspace (Zalo, Viber); increasing the provision of information to enterprises on policies and mechanisms related to investment, production and business activities of enterprises in the province. Diversify forms and sources of investment capital for infrastructure development, attach importance to socialized investment to develop socio-economic infrastructure, especially transport infrastructure, infrastructure of industrial parks and industrial clusters; publicize and make transparent information and data serving planning, investment, land, business registration, innovative startups and handling of administrative procedures for enterprises and people...

Ensure transparency, increase access to resources for the business community. Improve the quality and efficiency of business support services. Focus on resolving difficulties and obstacles, creating a favorable and stable environment for business investment activities. Create an environment of equal competition among businesses. To do this, Ninh Thuan has made public and transparent all information, especially on planning, land, investment projects, and asset auctions. When investors come to Ninh Thuan and are supported, assisted, and facilitated, they are very excited, contributing to spreading confidence in the province's business investment environment. The province promptly grasps the difficulties and obstacles of businesses. In addition to the hotline, the province has established a team to receive and process feedback from businesses and investors about difficulties and obstacles in the process of investment, production and business in Ninh Thuan. Periodically, provincial leaders organize meetings with businesses to listen to their thoughts, aspirations, and suggestions. This activity is maintained regularly, increasingly improved to be more practical, and is highly appreciated by businesses.

Reporter: To maintain the achieved ranking as well as continue efforts to improve PCI ranking in the coming years, what policies and solutions does the Provincial People's Committee have, sir?

Comrade Tran Quoc Nam : Administrative reform, improving the investment and business environment, enhancing competitiveness and facilitating enterprises are consistent policies, both tasks and particularly important solutions set forth by the Resolution of the 14th Provincial Party Congress, term 2020-2025, to attract investment resources for development, one of the decisive factors for successfully implementing socio-economic development goals. After VCCI announces the provincial competitiveness rankings in 2023, the province will promptly analyze and evaluate the results achieved for each indicator and component index to objectively and comprehensively recognize and evaluate the positive results achieved, the remaining limitations and weaknesses; correctly identify the bottlenecks that hinder the improvement of the investment and business environment, on that basis to develop very specific tasks and solutions to solve those bottlenecks.

For the immediate key tasks, the Provincial Party Committee and the Provincial People's Committee focus on implementing solutions towards a friendly, safe, public and transparent investment environment; building policies and favorable conditions, encouraging and supporting start-up and innovative enterprises to mobilize maximum domestic and foreign capital for investment and development, serving the goal of rapid and sustainable growth. In particular, the most important is to radically and substantially transform the working style from "management" to "serving" the people and enterprises; taking the people and enterprises as the center for the development of the locality, helping enterprises is helping themselves. Ninh Thuan commits to minimizing the time and cost of implementing administrative procedures related to investment and business, especially for inspection, examination and supervision; ensuring that the rights of enterprises are respected; protecting the legitimate interests of enterprises, especially in accessing information on planning, land, etc.

Along with that, the province will maintain social order and security to facilitate enterprises in organizing production and business; build a mechanism to accompany enterprises, support and create conditions for enterprises to have regular dialogues with the highest levels of leadership of the province to resolve difficulties and barriers quickly and promptly; continue to strive to maintain the province's PCI index in the top 15 nationwide in the 2021-2025 period, maintain the assessment and ranking of administrative capacity at the district, department and branch levels.

Comrade Tran Quoc Nam : Ninh Thuan province always pays attention to and strongly supports enterprises to invest and do business, always puts the interests of investors first, especially investors and enterprises with advanced technology, large-scale production, job creation, increasing income for workers in the province, and actively contributing to the provincial budget. In the coming time, in parallel with the development and modernization of infrastructure, the province will focus on inviting domestic and foreign strategic investors to optimize the advantages of the province as specified in the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050, which has just been announced. The province always respects and invites enterprises and investors to the province; commits to creating all favorable conditions, always accompanying, listening, sharing, and promptly removing difficulties for enterprises.
