Since achieving peace and national reunification, the Vietnamese Party and State have consistently pursued an independent, self-reliant, peaceful, cooperative, and developmental foreign policy; multilateralizing and diversifying foreign relations; proactively and actively integrating into the international community; and being a friend, a reliable partner, and a responsible member of the international community.
On November 23, 2012, the Politburo approved the "Overall Plan on Vietnam's Participation in United Nations Peacekeeping Operations." On April 10, 2013, the Politburo issued Resolution No. 22-NQ/TW on international integration, which sets out the orientation of "Actively and proactively participating in multilateral institutions, including participation in activities at a higher level, such as United Nations peacekeeping operations."

On May 27, 2014, the Ministry of National Defence announced the decision to establish the Vietnam Peacekeeping Center (the predecessor of the Vietnam Peacekeeping Department today) and sent the first two Army officers to serve as liaison officers in the United Nations peacekeeping mission in South Sudan. This was a historic milestone marking Vietnam's official participation in United Nations peacekeeping operations.
Spreading the image of a peace-loving nation.
Since 2014, Vietnam's participation in United Nations peacekeeping forces has made significant strides. According to Major General Pham Manh Thang, Party Secretary and Director of the Vietnam Peacekeeping Department: “Over the past 11 years, from the first officers serving individually at the United Nations peacekeeping mission in South Sudan, Vietnam has successfully deployed 1,083 officers and soldiers from the Vietnam People's Army and the Vietnam People's Public Security Force, in both unit and individual capacities.”

Specifically, Vietnam has deployed 6 echelons of Level 2 Field Hospitals with 63 military personnel (the first echelon deployed in 2018 in Bentiu, South Sudan); 3 echelons of Engineering Teams with 184 military personnel (the first echelon deployed in 2022 in the Abyei region, Africa - a complex conflict zone); and sent 137 individual officers of the Vietnam People's Army and 16 officers of the Vietnam People's Public Security to perform duties at the United Nations Mission in the Abyei region, the United Nations Mission in South Sudan, the United Nations Mission in the Central African Republic, and the United Nations Headquarters in New York.
Over the past 11 years, from the first officers serving individually at the United Nations peacekeeping mission in South Sudan, Vietnam has successfully deployed 1,083 officers and soldiers of the Vietnam People's Army and the Vietnam People's Public Security Force in both unit and individual capacities.

With their exemplary conduct, professional demeanor, and high sense of responsibility, the forces of the Vietnam People's Army have consistently excelled in their missions, earning high praise from United Nations leaders and international colleagues. The Vietnamese Level 2 Field Hospital teams in South Sudan have provided high-quality healthcare and treatment to numerous patients, including UN personnel and local residents; successfully performed complex surgeries such as microsurgery to reattach a hand for Pakistani colleagues; and transported many critically ill pregnant women by air. The Vietnamese Engineering Corps has also demonstrated high professional capabilities, contributing to the transformation of the UN Mission in the Abyei region.

In addition to carrying out tasks assigned by the United Nations, the Vietnamese People's Army's blue beret forces, including the Level 2 Field Hospital, the Engineering Team, and officers deployed individually, have organized many meaningful activities to assist local authorities and people in UN peacekeeping operations.
The Vietnamese Blue Beret force has actively repaired and upgraded roads, helped schools build and renovate classrooms; organized teaching for young children; drilled water wells for local people; organized free medical examinations, treatment, and medicine distribution for the people; and guided people in agriculture to improve their lives… These noble and meaningful humanitarian actions have helped to strengthen the bond between the United Nations Blue Beret force at the Mission and the local people.

The efforts of the Vietnamese Blue Beret forces have always been highly appreciated by United Nations leaders and leaders of the Missions. “We have left a beautiful and profound image of the Vietnamese Blue Beret soldiers, the image of ‘Uncle Ho’s soldiers’ – contributing to spreading the noble humanitarian values of the Vietnamese nation, a nation that loves peace,” said Major General Pham Manh Thang.
Vietnam continues its efforts towards its global mission.
In the coming period, given the increasingly demanding requirements of international integration and defense diplomacy, building a more professional, regular, and modern peacekeeping force of the Vietnam People's Army will become more important than ever.

According to Major General Pham Manh Thang, Vietnam will continue to maintain forces in the area and is committed to participating more extensively in United Nations peacekeeping operations, through strengthening both the quantity and quality of personnel and equipment, in accordance with the country's requirements, capabilities, and conditions; while also increasing the proportion of female military personnel in the force.
The Vietnamese peacekeeping forces will continue to strengthen external information work, propaganda, and education to raise awareness and responsibility among the entire population and military about the position, significance, and importance of this noble mission.
In addition, leaders and commanders of agencies and units must regularly disseminate, publicize, and educate officers and soldiers to fully understand the purpose, significance, and importance of United Nations peacekeeping missions; firmly grasp the Party's guidelines on international integration and defense diplomacy; and the consistent goals, viewpoints, and positions of Vietnam in international relations (both bilateral and multilateral).

For the forces directly involved, it is necessary to equip them with the theoretical and practical foundation to disseminate information to the people of the host country, ensuring they understand that the purpose of the "blue beret" forces is consistent with the United Nations Charter and international law, contributing to the protection of peace in the region and the world. Emphasis should be placed on building political fortitude and a sense of responsibility among officers and soldiers in carrying out their duties, in accordance with the provisions and principles of the United Nations Charter. At the same time, they must be determined to overcome hardships and difficulties to successfully complete their missions.
Training and development of personnel should continue to be emphasized. This includes combining support activities from international partners with extensive experience in peacekeeping with research, development, and organization of training based on the principle of "fundamental, practical, solid, and in-depth," coupled with enhanced practical training and comprehensive exercises.

The training content focuses on foreign language training; specialized professional training, peacekeeping knowledge, pre-deployment survival skills, international law, humanitarian law, knowledge of the country, people and regulations of the host country; mission situation, specific regulations and tasks of the United Nations, etc. Emphasis is placed on supplementing specialized knowledge in military medicine, engineering, etc., ensuring that all personnel participating in UN peacekeeping operations are fully equipped with the necessary knowledge and can quickly adapt to the working environment at the missions.
In coordination with central ministries and agencies, finalize the draft Law on Vietnam's participation in United Nations peacekeeping operations to submit to the National Assembly for approval at the 9th session of the 15th term in June 2025. This aims to fully institutionalize the Party's guidelines and policies on Vietnam's participation in United Nations peacekeeping operations, creating a complete, solid, long-term, and stable legal framework for deploying forces to participate in United Nations peacekeeping operations.
May 29th each year is designated by the United Nations as UN Peacekeeping Day to recognize the immense contributions of these forces to world peace and security.
Pham Manh Thang, Director of the Vietnam Peacekeeping Department, also stated that it is necessary to regularly conduct thorough reviews, summaries, and lessons learned, clearly identifying shortcomings and limitations, and promptly rewarding outstanding collectives and individuals. Based on this, practical experience can be drawn, helping officers and staff accumulate knowledge, hone their skills in handling situations independently, and improve their ability to cooperate according to international codes of conduct. This will enhance the quality and effectiveness of work in a multinational environment, meeting the expectations of the Party, State, and Army.
