Growth scenario and high political will
In his opening speech, Prime Minister Pham Minh Chinh acknowledged that despite the many difficulties and challenges from the Covid-19 pandemic, geopolitical conflicts to climate change, the country has still maintained macroeconomic stability, controlled inflation, promoted growth and ensured major balances.
At the conference, Minister of Finance Nguyen Van Thang said that the Ministry has consulted on developing two economic growth scenarios for 2025.
Accordingly, scenario 1 determines that the growth rate for the whole year of 2025 will reach 8%. Specifically, the growth rate in the third quarter will reach 8.3% compared to the same period, equivalent to the scenario in Resolution 154/NQ-CP; the fourth quarter will reach 8.5% (0.1% higher than the scenario). The GDP scale for the whole year will be about 508 billion USD, and the GDP per capita will be about 5,000 USD.
With scenario 2 (full-year growth of 8.3-8.5% in 2025), the Ministry estimates that growth in the third quarter will reach 8.9-9.2% over the same period (0.6-0.9% higher than the scenario); the fourth quarter will reach 9.1-9.5% (0.7-1.1% higher than the scenario). The GDP scale in 2025 will be around 510 billion USD, with GDP per capita around 5,020 USD.

The Ministry of Finance has proposed that the Government and the Prime Minister direct operations according to scenario 2. This target requires outstanding efforts from leading localities such as Hanoi (up 8.5%), Ho Chi Minh City (up 8.5%), Quang Ninh (up 12.5%) and state-owned corporations and groups must grow about 0.5% higher than the target.
Concluding the conference, Prime Minister Pham Minh Chinh emphasized: "This is a very difficult goal and has many huge challenges, but we cannot help but do it and this goal is not an impossible goal."
The Head of Government affirmed that if this target is not achieved, it will directly affect the growth targets for the following years and the two strategic goals of the country's 100-year development. This determination received high consensus from the delegates attending, who affirmed that the above target is completely feasible to create momentum for the new period.
16 groups of comprehensive, synchronized solutions
To turn determination into action, Prime Minister Pham Minh Chinh pointed out 16 groups of key tasks and solutions, requiring the entire political system to participate with the spirit of "6 clear": clear people, clear work, clear time, clear responsibility, clear results and clear authority.
Regarding macro-economic policy management, the Prime Minister requested that monetary and fiscal policies must be coordinated harmoniously, reasonably and effectively. Specifically, the State Bank was assigned to direct the stabilization of exchange rates, strive to reduce interest rates, manage credit growth at about 16% and direct capital flows to growth drivers.
Regarding fiscal policy, the goal is to disburse 100% of the public investment plan (about 1 million billion VND), ensure total social investment in 2025 of about 2.8 million billion VND, and at the same time issue long-term government bonds for key projects.

Regarding the three strategic breakthroughs, the task of completing 3,000km of expressway by the end of 2025 is identified as the top priority. Minister of Construction Tran Hong Minh reported that the construction industry grew by 9.62% in the first 6 months of the year, the highest level in the 2021-2025 period.
He recommended that the Prime Minister direct localities to urgently clear land for expressway projects to ensure progress. At the same time, it is necessary to start railway projects and focus on training high-quality human resources.
Regarding promoting growth drivers, the Prime Minister requested to continue implementing the Politburo's "four pillars". In particular, the agricultural sector must ensure food security and expand exports. The tourism sector needs to have appropriate visa policies to achieve the target of 25 million international visitors by 2025.
Regarding social housing, the Ministry of Construction said it had completed 35,631 units as of June 30 and will resolutely implement to complete the target of 100,000 units in 2025.
Regarding social security and institutional reform, the Prime Minister set specific timelines: eliminating temporary and dilapidated houses for people with revolutionary contributions before July 27 and nationwide before August 31. At the same time, decentralization and delegation of power must be promoted along with resource allocation and increased supervision.
The Prime Minister requested ministries and branches to urgently submit resolutions of the Government to resolve difficulties, ensuring that the set goals are implemented in the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss action, not retreat".
