On the afternoon of December 2, in Vientiane (Laos), Secretary of the Hanoi Party Committee Nguyen Duy Ngoc had an important meeting with Secretary of the Party Committee and Chairman of the Vientiane People's Council Anouphap Tounalom. The meeting took place in a special atmosphere of friendship and was considered a highlight in the cooperation between the two capitals on the occasion of an important political event in Laos.
In his opening remarks, Vientiane Party Secretary Anouphap Tounalom expressed his delight at welcoming the Hanoi delegation at a time when the host country is solemnly celebrating its 50th National Day. He affirmed that the visit demonstrates the faithful and consistent sentiments between the two capitals and continues to strengthen the bond that has been forged over many decades.

On behalf of the Party Committee, government and people of Hanoi, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc sent congratulations on the achievements that the Lao people have achieved after half a century of national construction and 40 years of renovation. He emphasized that the stable GDP growth rate, improvement of people's lives and enhancement of international status are clear evidence of the efforts of the Party, State and people of Laos.
The leaders of the two capitals agreed that the Hanoi-Vientiane relationship always holds a key position in the overall special relationship between Vietnam and Laos. In that spirit, the two sides agreed to continue to deepen comprehensive cooperation, expand new areas, and at the same time substantially implement the orientation of strengthening strategic ties as set out by the two countries' senior leaders. The focus includes infrastructure connection projects, promoting economic links and enhancing people-to-people exchanges.
The two sides also agreed to continue to strengthen coordination in the fields of Party building, personnel training, economic-trade development, investment connectivity, tourism and cultural exchange, towards important events in 2027 when the two countries celebrate the 65th anniversary of establishing diplomatic relations and the 50th anniversary of signing the Treaty of Amity and Cooperation.

At the meeting, the two sides also highly appreciated the results of cooperation in the 2022-2025 period with many effectively implemented programs. Hanoi and Vientiane have maintained annual delegation exchanges, signed 2 city-level agreements and 8 department-level agreements in key areas such as Party building, investment, agriculture, education, health care and people-to-people exchanges. In particular, the experience sharing seminars, investment cooperation forums and scholarship support programs have brought practical value, reflecting the comprehensiveness and depth of bilateral cooperation.
On the same afternoon, the ceremony to award the 2nd-class Development Medal to Hanoi city took place. Here, the representative of Vientiane city awarded the 2nd-class Development Medal to the representative of Hanoi city. This is a recognition of the positive contributions to the development of cooperation between the two capitals - Hanoi and Vientiane, typically the Hanoi Development Support Project on the construction of the headquarters of the Department of Justice and the People's Procuracy of Vientiane Capital, inaugurated in April 2024. The project is considered a new symbol of the strong friendship between the two capitals.
