Vietnam - Russia: Prioritizing scientific research cooperation

On December 2, in Hanoi, First Vice President of the Federation Council, Federal Assembly of the Russian Federation Yatskin Andrey Vladimirovich visited the Vietnam - Russia Tropical Center. Here, Vice President Yatskin said that the two sides need to continue promoting and strengthening cooperation in all fields, especially in scientific research cooperation, of which the Vietnam - Russia Tropical Center is a typical example.

According to the Ministry of National Defense's Electronic Information Portal, at the meeting, Major General Dang Hong Trien, General Director of the Vietnam - Russia Tropical Center, expressed his pleasure in welcoming Vice President Yatskin Andrey Vladimirovich back to visit the Center - his second visit. The visit took place right after the Intergovernmental Coordination Committee on the Vietnam - Russia Tropical Center successfully organized the 36th Meeting (December 1, 2025) in Hai Phong city. The meeting assessed the performance of the Vietnam - Russia Tropical Center in recent years, and at the same time identified key tasks in the new period to expand and strengthen scientific research activities and technology transfer within the framework of the Center, meeting the expectations and concerns of senior leaders of the two countries.

Informing Vice President Yatskin Andrey Vladimirovich, Major General Dang Hong Trien said: The Vietnam - Russia Tropical Center is an international scientific and technological cooperation organization, under the leadership and direction of the Intergovernmental Coordination Committee on the Vietnam - Russia Tropical Center. The Center's scientific activities focus on three main directions: Tropical Materials, Tropical Ecology and Tropical Biomedicine. Currently, the two sides are cooperating to implement 47 topics under the Scientific Research and Application Program for the period 2025 - 2029 with the participation of more than 40 organizations under the Ministry of Science and Universities of the Russian Federation, the Ministry of Defense of the Russian Federation, the Russian Federal Service for Supervision in the Field of Consumer Rights Protection and Human Welfare (Rospotrebnadzor) and the Kurchatovsky National Research Center - Institute of the Russian Federation. This is a unique bilateral cooperation model, which has symbolic significance in the overall good traditional relations and comprehensive strategic partnership between Vietnam and the Russian Federation. In 2025, the Center will be honored to welcome many high-ranking Russian delegations, demonstrating the importance of the Russian side to scientific cooperation with Vietnam.

The Russian government has funded the Vietnam - Russia Tropical Center with two mobile testing vehicles and the marine research vessel "Professor Gagarinskiy". At the 36th meeting of the Intergovernmental Coordination Committee on the Vietnam - Russia Tropical Center on December 1, Senior Lieutenant General Hoang Xuan Chien chaired the flag-raising ceremony on the ship, officially commissioning the ship and planning to organize a joint marine survey in the second quarter of 2026.

In addition, the Ministry of Science and Higher Education of the Russian Federation, Rospotrebnadzor regularly sponsors scientific research equipment, contributing to the modernization of facilities, helping to improve the scientific and technological potential of the Center.

Major General Dang Hong Trien expressed his hope that in the coming time, the Vietnam - Russia Tropical Center will continue to receive attention and support from the Federal Council and the Embassy of the Russian Federation in Vietnam to develop commensurate with its position as a symbol of close cooperation between the two countries.

Vice President Yatskin Andrey Vladimirovich said that during this working trip, the delegation visited a number of localities and the Vietnam Military History Museum - which preserves many documents on the traditional Vietnam - Soviet Union/Russia relationship. He affirmed that the Vietnam - Russia Tropical Center is a symbol of the deep cooperation between the two sides, especially in the field of science and technology.

Pleased with the substantial development of Vietnam - Russia relations, Vice President Yatskin said that the two sides need to continue promoting and strengthening cooperation in all fields, especially in scientific research cooperation, of which the Vietnam - Russia Tropical Center is a typical example. He said that he will fully report to the Chairwoman of the Russian Federation Council Valentina Matvienko on cooperation activities with Vietnam, including scientific research cooperation at the Vietnam - Russia Tropical Center.
