Urgently complete preparations for the inauguration ceremony and start of hundreds of major projects before December 19

Carefully review and continue to register additional projects and works to be started and inaugurated.

According to the report of the Ministry of Construction , by November 30, the Ministry had compiled 232 projects and works of ministries, branches, localities, corporations and general companies in 34 provinces and cities that are eligible to start construction and inaugurate.

Of which, 149 projects and works were started; 83 projects were inaugurated. The total investment of the projects and works is 1,123,700 billion VND.

The Ministry of Construction proposed 79 online and live TV broadcasting points at large-scale, meaningful projects and works, connecting other projects and works in ministries, branches, provinces and cities. Of the 79 points, 34 are expected to have the participation of leaders of the Party, State, National Assembly , Vietnam Fatherland Front, Government leaders, Ministers, and heads of ministerial-level agencies.

In addition to the 79 above-mentioned locations, other event venues have screens set up to watch the program live on VTV1 and simultaneously perform groundbreaking and inauguration ceremonies according to the main location.

The remaining time until December 19, 2025 is not much, in the condition of very urgent progress requirements, a lot of work to be done, in order to prepare well for the Ceremony and promptly commend and reward collectives and individuals with outstanding achievements, the Prime Minister requested to focus on carefully reviewing, continuing to register additional works and projects; reviewing procedures and conditions for inauguration and commencement according to regulations (ensuring criteria on scale and significance) and sending them to the Ministry of Construction no later than December 10, 2025.

Review the list of projects and works to ensure conditions for organizing inauguration and groundbreaking (clarify the number of projects inaugurated, the number of projects starting construction to ensure criteria on scale and significance), etc.; report to the Prime Minister before December 12, 2025.

Prepare all material and technical conditions, organize the inauguration and groundbreaking ceremony.

Review and evaluate proposals to reward projects that are completed early, save budget and put into effective operation according to the provisions of law and the Government, to be completed before December 15, 2025.

Vietnam Airports Corporation (ACV) presides over and coordinates with the investors of the component projects of the Long Thanh International Airport construction investment project - Phase 1, preparing all material and technical conditions to organize the central bridge point of the Inauguration Ceremony, groundbreaking large-scale projects and works, meaningful to welcome the 14th National Congress of the Party according to the general scenario, ensuring solemnity, efficiency, economy and safety.

Proposal for commendation by the Government and the Prime Minister for collectives and individuals with outstanding achievements

Urgently review and propose rewards from the Government and the Prime Minister for collectives and individuals with outstanding achievements, agencies and units with outstanding achievements in implementing the tasks of the State Steering Committee for key transport works and projects, railway projects, energy projects, etc. and implementing projects in the period 2021-2025.

This is a very important and urgent task that needs to be urgently focused on and completed in time to be recognized and honored at the Ceremony. The dossier must be submitted to the Prime Minister (through the Ministry of Home Affairs) before December 5, 2025.

Urgently review the Government and Prime Minister's commendation proposals for collectives and individuals with outstanding achievements (ensuring balance and comprehensiveness in fields, professions, regions, etc.); promptly appraise and report to competent authorities for consideration and decision to ensure commendation of organizations and individuals at the Ceremony.
