Expressing his pleasure at welcoming the First Vice Chairman of the Federation Council of the Russian Federation Parliament Andrey Vladimirovich Yatskin, Major General Dang Hong Trien emphasized that this was the second time Mr. Andrey Vladimirovich Yatskin visited the Center, demonstrating the interest of the Russian Federation Council in general and the First Vice Chairman of the Federation Council of the Russian Federation Parliament in particular in the activities of the Vietnam - Russia Tropical Center.
Notably, the visit took place at a meaningful time when the Intergovernmental Coordination Committee on the Vietnam - Russia Tropical Center successfully held its 36th Meeting (December 1, 2025) in Hai Phong City, under the chairmanship of the two Co-Chairs of the Intergovernmental Coordination Committee on the Vietnam - Russia Tropical Center, Senior Lieutenant General Hoang Xuan Chien, Member of the Party Central Committee, Member of the Central Military Commission, Deputy Minister of National Defense of Vietnam, Chairman of the Vietnam Subcommittee and Deputy Minister of Science and Higher Education of the Russian Federation Konstantin Ilich Mogilevsky, Chairman of the Russian Subcommittee.
The meeting assessed the performance of the Vietnam - Russia Tropical Center in recent years, identified key tasks in the new period to expand and strengthen scientific research activities and technology transfer within the framework of the Center, meeting the expectations and concerns of senior leaders of the two countries.

Major General Dang Hong Trien said that the Vietnam - Russia Tropical Center is an international scientific and technological cooperation organization, under the leadership and direction of the Intergovernmental Coordination Committee on the Vietnam - Russia Tropical Center. The Center's scientific activities focus on three directions: Tropical Materials Science, Tropical Ecology and Tropical Biomedicine.
Currently, the two sides are cooperating to implement 47 topics under the Scientific Research and Application Program for the period 2025 - 2029 with the participation of more than 40 organizations under the Ministry of Science and Higher Education of the Russian Federation, the Ministry of Defense of the Russian Federation, the Russian Federal Service for Supervision in the Field of Consumer Rights Protection and Human Welfare (Rospotrebnadzor) and the Kurchatovsky National Research Center - Institute of the Russian Federation. This is a unique bilateral cooperation model, of symbolic significance in the overall good traditional relationship and comprehensive strategic partnership between Vietnam and the Russian Federation.

2025 is a year with many important events in the relationship between the two countries, the activities of contact, exchange and organization of high-level delegations between the two countries are maintained. The activities of the Center always receive the attention of the Government, the National Assembly, the Russian Embassy in Vietnam and the ministries and branches of the two countries.
The Russian government has funded the Vietnam-Russia Tropical Center with two mobile testing vehicles to help improve the Center's capacity to research, monitor infectious diseases and respond to epidemic emergencies in particular and the Vietnam People's Army in general.
Along with that, the Russian Government has also funded the Marine Research Vessel Center “Professor Gagarinskiy”. Within the framework of the 36th Session of the Intergovernmental Coordination Committee on the Vietnam - Russia Tropical Center, on December 1, Senior Lieutenant General Hoang Xuan Chien chaired the flag-raising ceremony on the ship, officially commissioning the ship and planning to organize a joint marine survey in the second quarter of 2026.
In addition, the Ministry of Science and Higher Education of the Russian Federation and the Russian Federal Service for Supervision in the Field of Consumer Rights Protection and Human Welfare regularly sponsor scientific research equipment, contributing to the modernization of facilities and helping to improve the scientific and technological potential of the Center.
Major General Dang Hong Trien expressed his hope that in the coming time, the Vietnam - Russia Tropical Center will continue to receive the attention and support of the Russian Federation Council and the Russian Embassy in Vietnam so that the Center can develop further and become a worthy symbol of the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation.

Emphasizing that the Vietnam - Russia Tropical Center is a place to preserve and one of the symbols of the deep cooperation between Vietnam and the Russian Federation, especially in the field of science and technology, Vice President Andrey Vladimirovich Yatskin expressed his satisfaction at witnessing the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation constantly developing more and more effectively and substantially; at the same time, he said that the two sides need to continue promoting and strengthening cooperation in all fields, especially in scientific research cooperation, of which the Vietnam - Russia Tropical Center is a typical example.
Mr. Andrey Vladimirovich Yatskin said that after the end of the visit, he will fully report to the Chairwoman of the Russian Federation Council Valentina Matvienko on cooperation activities with Vietnam, including scientific research cooperation at the Vietnam - Russia Tropical Center.
During the visit, First Vice Chairman of the Federation Council of the Federal Assembly of the Russian Federation Andrey Vladimirovich Yatskin visited the Center's Traditional House, wrote in the guest book, visited the laboratory and mobile testing vehicle sponsored by the Russian Federation for the Vietnam - Russia Tropical Center.
