In recent times, the Party Committee of the Vietnam - Russia Tropical Center has proactively directed the organization to thoroughly grasp and seriously implement Resolution No. 57-NQ/TW of the Politburo , Resolution No. 3488-NQ/QUTW of the Central Military Commission, the Government's Action Program, the Ministry of National Defense's Plans, the Digital Transformation Project in Party agencies; promptly issued leadership resolutions and specific implementation plans, closely following reality, creating new momentum and motivation throughout the Center.

Scientific, technological, innovation and digital transformation activities were actively implemented, achieving many positive results, in which many products and technologies were put into practical applications to serve the military, national defense and socio-economic development, international publications, and intellectual property increased in both quantity and quality; domestic and international cooperation in science and technology continued to be expanded. At the same time, training and human resource development were focused on; infrastructure was completed; digital transformation activities were promoted, and administrative reform was implemented promptly.

Based on the central report of the Vietnam - Russia Tropical Center and the opinions and conclusions of the working session, Senior Lieutenant General Le Huy Vinh acknowledged and commended the Center in its work of disseminating, leading, directing and organizing the implementation of tasks of developing science, technology, innovation and digital transformation.

In the coming time, Senior Lieutenant General Le Huy Vinh requested the Vietnam - Russia Tropical Center to proactively advise and propose to competent authorities on contents to promote science, technology, innovation and digital transformation. Accelerate the completion of level III biological laboratory infrastructure, information security systems, and widely deploy shared software.

Develop high-quality human resources, build 3-5 specialized research groups at international level; increase the rate of international publications and protected inventions. Strongly apply artificial intelligence (AI), big data, comprehensive digitalization, complete shared databases, ensure 100% of officers have military computers connected to the military data network. Expand international cooperation, especially with the Russian Federation, in the period of 2025-2029; at the same time participate in key science and technology programs of the State and the Ministry of National Defense.

Along with that, the Department of Military Science (Ministry of National Defense) presided over and coordinated with Command 86 and relevant agencies and units to research and synthesize good, effective and practical practices of the Vietnam - Russia Tropical Center to propose and replicate throughout the army.
