Consolidating 3 National Target Programs, needing specific mechanisms for effective implementation

Examining the Government's Proposal on investment policy for the National Target Program on new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas by 2035, Chairman of the Ethnic Council Lam Van Man proposed that the Government and the Prime Minister issue a mechanism, or submit to competent authorities to issue a specific mechanism to effectively implement the Program.

On the afternoon of December 3, under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly listened to the Presentation and Verification Report on: investment policy for the National Target Program on new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas by 2035.

Focus more on mountainous ethnic minority areas

Presenting the Summary Report on the investment policy decision of the National Target Program on New Rural Development, Sustainable Poverty Reduction and Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2026 - 2035, Minister of Agriculture and Environment Tran Duc Thang stated that the consolidation of the 3 Programs (New Rural Development; Sustainable Poverty Reduction; Socio-Economic Development in Ethnic Minority and Mountainous Areas) is of utmost importance to realize the Party and State's goal of making the people rich, the country strong, and the people living a prosperous and happy life. This is the highest goal, and requires unified awareness.

The Ministry of Agriculture and Environment said that integrating into one Program does not reduce policies but helps to focus more on mountainous ethnic minority areas in the coming time with the following aspects:

Firstly , the current core poor areas are mainly the areas where ethnic minorities live. The previous poverty reduction program was implemented nationwide. Now, this program needs to focus on investing heavily in these areas to help ethnic minorities have a better life and escape poverty sustainably.

Second , the construction of new rural areas in the past time has been carried out nationwide. Currently, the results of new rural construction nationwide have been continuously improved. The remaining areas need to be focused on investment, especially in ethnic minority and disadvantaged areas to continue to improve people's lives.

Third, the three integrated programs will focus on increasing investment in disadvantaged areas, ethnic minority and mountainous areas until 2035; instead of the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas, which will only be implemented until 2030.

Fourth , improve implementation efficiency, avoid overlaps and duplications, quickly put support policies into practice, and ensure people benefit promptly and substantially.

The Government submitted to the National Assembly a Resolution approving the investment policy for the National Target Program on new rural construction, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas for the 2026-2035 period.

The Government proposes that the National Assembly allow the extension of the implementation and disbursement period of the National Target Programs in 2025 (including capital from previous years transferred to 2025) until December 31, 2026. People's Committees at all levels decide on adjusting the estimates and plans for public investment from the state budget of component projects that are no longer supported or have no spending tasks to supplement the implementation of other projects and tasks in each national target program extended to 2026, ensuring effective use of the state budget, avoiding dispersion and waste.

The Government also proposed that the National Assembly allow the continued implementation of specific mechanisms on: assigning production development project owners to self-purchase goods as prescribed in Resolution No. 111/2024/QH15; organizing the implementation of small-scale, technically uncomplicated projects as prescribed in Resolution No. 25/2021/QH15 in the 2026-2030 period, and at the same time, assigning the Government to provide specific regulations.

Carefully assess the impact of the Unification Program on socio-economic development

Presenting the Review Report, Chairman of the Ethnic Council Lam Van Man said that the Ethnic Council agreed with the need to merge the three national target programs on new rural construction, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas to build a national target program for investment in the 10-year period, from 2026 to 2035.

This merger will contribute to reducing overlaps in policies, subjects, and areas; overcoming shortcomings and limitations in implementing the 3 Programs in the 2021-2025 period; improving investment efficiency, focusing and prioritizing resources for the most difficult areas, ethnic minority and mountainous areas.

The Chairman of the Nationalities Council stated that the Government's dossier submitted to the National Assembly, its composition and content structure, are in accordance with the provisions of the Law on Public Investment, and are eligible for the National Assembly to consider and decide. During the feasibility study and approval of the Program, the Nationalities Council requested the drafting agency to carefully assess the impact of the Unified Program on socio-economic development, ensuring stability and sustainable development; forecast the risks and difficulties that may be encountered during implementation in order to have timely and appropriate solutions.

The Chairman of the Council of Nationalities proposed that the National Assembly and National Assembly deputies consider, decide and approve the investment policy of the Program, with the name: "National target program on new rural construction, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas for the period 2026 - 2035".

Consider the Government's recommendations, which allow the extension of the disbursement period of State budget capital for the National Target Programs on: New Rural Development; Sustainable Poverty Reduction and Socio-Economic Development in Ethnic Minority Areas in 2025 (including capital from previous years transferred to 2025) until December 31, 2026, and include this content in the Resolution of the 10th Session of the 15th National Assembly.

The Council of Nationalities recommends that the Government and the Prime Minister fully absorb the opinions of the National Assembly Standing Committee and National Assembly deputies to direct agencies to conduct feasibility studies, ensuring the objectives and principles are in accordance with the provisions of the Law on Public Investment; issue mechanisms, or submit to competent authorities to issue specific mechanisms to effectively implement the Program.

Directing Government agencies to promptly submit and promulgate criteria on new rural areas and sustainable poverty reduction; demarcate communes and villages in ethnic minority and mountainous areas to ensure objectivity and science, as a basis for proposing targets, goals and contents of the Program.

Guidance and regulations on transition between two phases for ongoing projects, projects that have completed their objectives, and projects that no longer have subjects to ensure continuity and efficiency in capital management and use.
