Chu Pah commune was established on the basis of arranging the entire natural area and population size of 3 administrative units: Phu Hoa town, Nghia Hoa commune and Hoa Phu commune; total natural area of over 103.5 km2 , population size of nearly 19,500 people (of which ethnic minorities account for 19.55%).
Ia Khuol commune was established on the basis of merging the three communes of Ia Khuol, Ha Tay and Dak To Ver, with a total area of over 352.1 km 2 . The commune has 26 hamlets and villages with a population of over 17,150 people (of which ethnic minorities account for 83.17%).

According to reports from localities, immediately after implementing the merger and operating the 2-level local government model, communes have completed the apparatus of specialized agencies, administrative organizations and public service units under the People's Committee of the commune to ensure time, procedures and regulations.
Up to now, the operations of agencies and units have gradually stabilized; the coordination in implementing tasks has been synchronized and smooth. Initial observations show that people are satisfied with the operation of the two-level local government, especially the convenience and the enthusiastic and proactive attitude of civil servants when receiving and handling administrative procedures.
However, the process of operating the new government model also encountered some difficulties such as: lack of facilities and working equipment; especially after the arrangement and operation, most of the commune cadres and civil servants were assigned to new positions and new tasks, so they did not have much experience and expertise, leading to confusion and slow work resolution, not meeting the workload and progress.
Along with that, the problem of arranging and resolving regimes and policies for cadres, civil servants, and non-professional workers after the merger is also an issue that communes are facing.

Through the on-site inspection, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh acknowledged and highly appreciated the initiative of the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Chu Pah and Ia Khuol communes in the operation of the two-level government. Despite many difficulties, the collective leadership of the communes has promoted the spirit of responsibility and solidarity to well perform the assigned political tasks.
Emphasizing that implementing a two-level government is a major policy of the Party and State to streamline the apparatus while operating effectively, efficiently, and effectively, and truly close to the people, the Standing Vice Chairman of the Provincial People's Committee requested that in addition to focusing on administrative reform tasks, communes need to be more proactive in planning socio -economic development strategies from now until the end of the year, and at the same time build growth scenarios for the next 5-year period.
In particular, it is necessary to clearly identify the potentials and strengths in each specific field to review the planning and set appropriate development targets. Regarding agriculture , focus on developing high-tech agriculture associated with deep processing and export; regarding trade, services and tourism, it is necessary to promote the development of community tourism, eco-tourism, and spiritual tourism associated with shaping typical local tourism products.
Along with that, pay attention to social security work, especially improving people's material and spiritual life; ensure environmental sanitation; maintain political security, social order and safety, and carry out well ethnic and religious work.
The Standing Vice Chairman of the Provincial People's Committee also requested the communes to soon develop and promulgate working regulations, functions and tasks of departments and offices, and a working spirit according to the "6 clear" division of labor (clear people, clear work, clear time, clear responsibility, clear products, clear authority) to promote the capacity of the staff; pay attention to supporting, encouraging, and ensuring conditions for the staff and civil servants to feel secure in their work.
In the immediate future, the communes should focus on preparing well for the successful organization of the Party Congress for the 2025-2030 term. In addition to personnel work, the Standing Vice Chairman of the Provincial People's Committee suggested that attention should be paid to building a quality political report.
Regarding the recommendations and proposals of localities, the Standing Vice Chairman of the Provincial People's Committee assigned the provincial departments and branches to consider and resolve. At the same time, he said that the province's viewpoint is to increase attention and investment in disadvantaged communes in the western region of the province, especially in terms of facilities, equipment for work and improving the quality of grassroots staff to better meet the tasks in the new period.
