DTO - The Provincial People's Committee has just issued a Plan to implement Directive No. 10/CT-TTg dated March 25, 2025 of the Prime Minister on promoting the development of small and medium enterprises (SMEs). The plan aims to continue removing barriers and difficulties to create the best conditions for the province's SMEs to develop in terms of quantity, quality, scale, and operational efficiency; continuously improve competitiveness, promote technology application, digital transformation and participate in value chains. At the same time, it will increasingly contribute to the economy , contributing towards the province's economic growth target of 8% in 2025 and towards double-digit growth in the following years.

In that spirit, the Plan sets out a number of tasks and solutions for implementation. In implementing plans and programs for enterprise development, private economy; reforming administrative procedures, creating a favorable and equal business environment for small and medium enterprises, provincial and local departments, branches and sectors focus on resolutely and effectively implementing the tasks and solutions assigned in the specialized plans of the Provincial People's Committee on enterprise development, private economy development. Proactively grasp and promptly resolve all arising problems for investment and business activities due to overlap, contradiction, lack of uniformity and inconsistency of legal regulations.

Regarding administrative procedure reform, creating a favorable and equal business environment for SMEs, provincial and local departments, branches and sectors continue to implement the policy of "accompanying" to promptly and effectively remove obstacles and difficulties for enterprises. In 2025, reduce at least 30% of the time to process administrative procedures for enterprises, reduce at least 30% of the cost of complying with administrative procedures for enterprises under their jurisdiction; review and propose to competent authorities to abolish at least 30% of unnecessary business conditions under their jurisdiction. Strongly shift management from "pre-inspection" to "post-inspection", associated with strengthening inspection and supervision.

Regarding planning and infrastructure development to facilitate the development of SMEs, provincial departments, branches and sectors focus on effectively implementing the plans and plans to implement the issued plans, especially the Dong Thap Provincial Planning for the period 2021 - 2030, with a vision to 2050. At the same time, proactively speed up the progress of advising competent authorities to approve technical plans for sectors and fields according to their authority.

The Department of Finance shall take the lead in monitoring and urging investors to accelerate the disbursement of public investment capital, striving for the disbursement rate of public investment capital in 2025 to reach over 100% of the assigned plan, especially prioritizing important and urgent projects, important infrastructure projects such as: improving the quality of investment preparation for projects for the period 2026 - 2030 in the province; urgently completing the Provincial Startup and Innovation Space for operation in 2025. The Department of Construction shall continue to take the lead in monitoring the implementation of construction of key traffic works in Dong Thap province, period 2021 - 2025.

Regarding tax administrative procedures, the Provincial People's Committee requested the Tax Department of Region XIX to simplify the process, procedures, and documents to support tax incentives and value-added tax refunds for SMEs in the province; study and apply post-audit methods so that SMEs are not affected in terms of cash flow and business operations. Take the lead in improving tax administrative procedures, ensuring to shorten the time for implementing tax administrative procedures compared to the provisions of the Law on Tax Administration; increase the rate of enterprises declaring and paying taxes electronically...

To support SMEs in accessing credit, the Provincial People's Committee requested the State Bank of Vietnam, Branch 15, to preside over and closely coordinate with departments, branches, sectors and People's Committees of districts and cities in the area to fully and promptly implement monetary and credit policies under the direction of the Government and the State Bank of Vietnam , in accordance with the practical situation of the province. Continue to direct and supervise the operations of credit institutions to ensure credit growth in the right direction, effectively, meeting the requirements of socio-economic development in the locality; focus credit on production and business sectors, priority sectors, continue to implement programs to support enterprises in accessing bank credit capital...

The Provincial Development Investment Fund continues to effectively deploy capital from the SME Credit Guarantee Fund and the Provincial Startup Support Fund, guiding and creating conditions for enterprises to access capital from the Fund to invest in renovating technical equipment and advanced technology, improving the competitiveness of enterprises and protecting the environment.

In addition, the province also focuses on supporting SMEs to improve the quality of human resources, digital transformation, increase labor productivity, build brands to expand markets and participate more deeply in the value chain. Accordingly, the Provincial People's Committee requested the Department of Industry and Trade to continue implementing policies to support SMEs to participate in the value chain of key industries and strengths of the province, creating products of national significance, affirming Vietnamese brands in the international arena. Support enterprises to build, operate and participate in e-commerce platforms; develop logistics associated with raw material areas and labor resources, in line with the socio-economic development orientation of the province and associated with environmental protection. Continue to effectively implement international economic cooperation and integration programs; train, consult, and provide information to enterprises to take advantage of signed free trade agreements; Organize and facilitate businesses and individuals to participate in trade promotion, market surveys and research, and participate in domestic and foreign fairs and exhibitions...

For the Department of Justice, strengthen innovation in legal support for SMEs, enterprises in areas with difficult socio-economic conditions, enterprises owned by women, and enterprises doing business creating social impacts. In addition, further promote the role of Business Associations, Industry Associations, proactively, positively and effectively enhance the role of connecting the business community...
