The suspension of union dues and union funds for union members, grassroots unions of administrative agencies, public service units receiving 100% of state budget salaries, and armed forces not subject to the Vietnam General Confederation of Labor is implemented at the request of the Vietnam General Confederation of Labor to streamline the apparatus according to Resolution 60.
In an official dispatch sent to the Central and equivalent sectoral trade unions, and the trade unions of affiliated corporations, the General Confederation requested the arrangement, downgrading, and termination of the activities of the executive committees, standing committees, and inspection committees of the trade unions at the level directly above the grassroots level and the grassroots trade unions of administrative agencies, enterprises, and public service units receiving 100% of the state budget salary, and the armed forces. The completion date is before June 15.
Units synthesize the number of full-time union officials, count those who have resigned or transferred to another job as desired to resolve the regime.

Mr. Phan Van Anh, Vice President of the Vietnam General Confederation of Labor, said that about 2.6 million union members nationwide have not had to pay fees since the beginning of June. The total amount of union fees and union funds of the group that has stopped paying is about 3,000 billion VND per year.
The suspension of payment does not affect the care for workers, because the collection decentralization has left 75% of the union fund and 70% of the union fee for the grassroots union, the rest is submitted to the higher level. For units that have paid by the end of the second quarter, the grassroots union is responsible for transferring it back to the unit that paid or to the union members.
"Although union dues and union funds are not collected from June 1, unions in this bloc will still operate until the end and hand over finances before June 25," he told Van Anh.
The draft amendment to the Law on the Vietnam Fatherland Front stipulates that the organization system of the Trade Union is in line with the two-tier local government model. The draft law institutionalizes the policy of ending the activities of civil servant trade unions and armed forces trade unions; and reducing the level of union dues paid by union members.
The country has more than 11 million union members and more than 123,000 grassroots unions, as of mid-2023. According to regulations, union members at grassroots unions of agencies, organizations, and units receiving salaries according to the salary scale and salary scale prescribed by the State will have a monthly contribution rate of 1% multiplied by the salary used as the basis for social insurance contributions.
