Removing the bottleneck of public investment disbursement

BAC GIANG - Recently, the Government held a national online meeting to direct ministries, branches, provinces and cities across the country to disburse 100% of public investment capital this year to promote economic growth (the previous target was to disburse 95%). To complete this goal, the province is directing relevant branches, districts, towns, cities and investors to resolutely remove obstacles, speed up construction progress of projects, and disburse capital to ensure the plan.

Many projects are difficult to disburse

According to the Department of Finance, the total public investment capital plan and national target programs implemented in the province this year is more than 8,531 billion VND. It is estimated that by the end of May, the total disbursement value will reach more than 2,601 billion VND, equal to 33.11% of the assigned capital plan. Although the above disbursement rate is higher than the average disbursement rate of the whole country, it is still low. In many localities such as Luc Nam, Luc Ngan, Son Dong, and Yen The districts, the disbursement rate is less than 30% of the total assigned capital plan. At the Provincial Traffic and Agricultural Construction Investment Project Management Board, by the end of May, this unit has only disbursed more than 117 billion VND, reaching a rate of 30%.

Surveying the construction project of Provincial Road 295, the section from Ben Tuan Bridge to Cao Thuong Town and the section from Cao Thuong Town to Bi Noi Bridge (Tan Yen) invested by the Provincial Management Board of Investment Projects for Construction of Traffic and Agricultural Works, up to now, the unit has disbursed more than 15/40 billion VND of the total capital allocated this year, reaching 39%.

According to the Department of Finance, the total planned capital for public investment and national target programs implemented in the province this year is more than VND8,531 billion. By the end of May, the total disbursement value reached more than VND2,601 billion, equal to 33.11% of the assigned capital plan.

The project of connecting road from Provincial Road 295 to National Highway 37 (Lang Giang), the investor disbursed 10.9/29 billion VND, reaching nearly 38%. Many other key traffic projects also have low disbursement rates such as: Construction of Dong Viet Bridge and the road leading to the bridge disbursed 29%; the road connecting National Highway 37 - National Highway 17 to Vo Nhai ( Thai Nguyen ) disbursed 12% of the total capital allocated this year.

Similarly, the project to build the new provincial inter-agency building has a low rate of public investment disbursement. According to the project investor, this year, the project was allocated 115 billion VND but so far only about 40 billion VND has been disbursed, reaching more than 34%. This is one of the projects with large public investment capital allocation in the province.

Focus on speeding up progress

Through research, the main reason for the low progress of public investment disbursement in many projects is due to difficulties in site clearance. Many site clearance projects are still "stuck" due to complicated determination of land origin, people have not agreed to hand over clean land to construction contractors, and lack of basis for capital disbursement.

For example, in the project to build a road connecting Provincial Road 295 to National Highway 37 (Lang Giang), there are 6 households with land related to the project in Tan Hung commune who have not agreed with the land clearance plan, have received money but have not handed over the land or have not handed over the land in full. In the project to build a new inter-agency building in the province, there is currently no land to carry out the renovation and improvement of the campus around the building...

According to the representative of the Provincial Traffic and Agricultural Construction Investment Project Management Board, currently, many construction items of the projects are still being completed, so payment conditions have not been guaranteed, affecting the disbursement results. This year, a number of key traffic projects have not yet started, so the disbursement results are still low. In addition, implementing the policy of rearranging administrative units, not organizing at the district level, merging at the commune level, so the projects under the national target program invested by the People's Committee at the commune level are affected because of the need to change the name of the investor.

Determining that early public investment disbursement will contribute to exploiting the potential and advantages, promoting the economic growth of the province, on March 18, 2025, the Chairman of the Provincial People's Committee issued Directive No. 01/CT-UBND of the Provincial People's Committee on strengthening implementation direction, accelerating disbursement progress, handling outstanding debts of basic construction and finalizing completed projects under the public investment capital plan, 3 national target programs. By June 30 this year, disbursement will reach at least 40% of the assigned capital plan; by September 30, disbursement will reach at least 70% of the assigned capital plan; by December 31 this year, disbursement will complete 100% of the capital plan for all capital sources extending to 2025; by January 31, 2026, 100% of the capital plan arranged in the planning year will be disbursed.

In particular, at the online conference on public investment disbursement organized by the Government in May this year, after the conference ended, Mr. Nguyen Viet Oanh, Chairman of the Provincial People's Committee, requested departments, branches and localities to review projects and works, consider adjusting investment capital appropriately; not to start new works when there are outstanding debts. Investors should prioritize capital payment for works with large completed volume; not to allow interruption due to the implementation of the policy of rearranging and reorganizing administrative units. The province will consider the responsibility of leaders and officials in disbursing public investment capital if they do not comply with the direction of the Central Government and the province...

To achieve the above goal, investors and related sectors are focusing on accelerating the capital disbursement progress. Mr. Hoang Thanh Tung, Deputy Director in charge of the Provincial Traffic and Agricultural Construction Investment Project Management Board, said that the unit directed the construction contractors to launch emulation right at the construction site, promptly commend and reward the units that do well. The Board assigned staff to closely follow the project, regularly inspect, and promptly report to remove obstacles. In Chu town, officers of related units focused on urging contractors to work overtime and arrange more human resources to speed up the progress of key projects.

The Provincial Civil and Industrial Construction Investment Project Management Board is coordinating with the Department of Construction to complete the construction of the new Provincial Inter-Agency Building, striving to disburse an additional 50 billion VND in June this year. Regarding problems in site clearance related to land, the Department of Agriculture and Environment is coordinating with districts, towns and cities to guide the resolution. Localities are mobilizing the entire political system to participate, considering this a key task. Lang Giang district is focusing on propagating and mobilizing the remaining households involved in the construction of the road connecting from Provincial Road 295 to National Highway 37 to agree to hand over the site in June this year...
