OCOP Hanoi exploits the advantages of craft villages

With 1,350 craft villages and villages with crafts, where 47/52 traditional crafts of the country converge, Hanoi is possessing a "gold mine" to develop OCOP products (One Commune One Product Program) in a sustainable, creative and unique way.

Xa Cau village, Quang Phu Cau commune (Ung Hoa district) has long been famous for its traditional incense making profession. Born into a family with many generations of incense making, Director of Tinh Hoa Lang Huong Viet Company Limited Pham Thi Dong has boldly invested billions of VND in advanced incense production lines, while maintaining the production of traditional incense models, such as: Black incense, Chinese herbal incense, cinnamon incense, and vetiver incense.

“This year, I chose black incense, vetiver and cinnamon to participate in the OCOP evaluation and classification. These are products that not only preserve the spirit of the profession, but are also loved by consumers because of their gentle, long-lasting and unique fragrance,” Ms. Pham Thi Dong shared.

The methodical steps of Ms. Pham Thi Dong as well as many incense-making families in Quang Phu Cau are opening up opportunities for traditional incense products to affirm their brand in the market, creating stable jobs for dozens of local workers.

Xa Cau is just one of hundreds of craft villages in Hanoi that are actively participating in the OCOP Program. Ngo Van Ngon, Deputy Chief of Office in charge of the Office of the Coordination Office for the New Rural Development Program of Hanoi City, informed that Hanoi with 1,350 craft villages and villages with crafts, this is not only a "place to preserve the soul" of culture, but also an important resource to promote rural economic development, including OCOP products, especially in the context of integration. From 2019 to now, Hanoi has evaluated and classified 3,317 OCOP products, including 6 5-star products, 22 potential 5-star products, 1,571 4-star products and 1,718 3-star products; is the leading locality in the country in terms of the number of OCOP products.

Of the certified OCOP products, about 25% are products from craft villages and traditional craft villages. OCOP products from craft villages have been affirming their position in the market thanks to a strict evaluation process, including quality, packaging design, product story, etc. Therefore, after being certified, OCOP products often increase their selling value, expand their consumption market and increase income for producers.

Support product development, enhance value

Despite many achievements, according to the assessment of the Hanoi New Rural Development Program Coordination Office, OCOP products from craft villages still have limitations. That is, they have only developed rapidly in quantity, while the quality of some products is not really high, lacking differentiation. One of the reasons for this situation is the lack of specialized human resources in brand development and business management in craft villages. Most of the production households and small businesses in craft villages still follow the old method, lack market linkage, and have not invested properly in packaging and product communication.

In addition, the implementation of the OCOP Program in some districts also has certain difficulties and limitations. That is, some enterprises, cooperatives, and households producing and trading agricultural products are not really interested in participating in the program; there are not many policies to support the development of OCOP products; the market for consuming OCOP products has not really been expanded...

To exploit the advantages of craft villages in developing OCOP products, many opinions say that there needs to be a clearer and more synchronous strategy in the coming time. First of all, it is necessary to continue reviewing, preserving and enhancing the value of traditional crafts - a valuable source of "cultural materials" for the OCOP Program. Along with that, it is necessary to increase support for human resource training for OCOP entities, especially brand management skills, packaging design, product story development and application of digital technology in commerce. On the other hand, it is necessary to boldly pilot regional linkage models, chain linkages between craft villages, cooperatives and large enterprises to form a highly competitive OCOP value chain.

Developing OCOP products does not stop at certifying standard products, but needs to go further in building an OCOP ecosystem - from product design, display space, to connecting product consumption. Local authorities also need to play a role in creating an environment, supporting trade promotion, finding export markets for OCOP craft village products; promoting, encouraging, and guiding people to participate in the OCOP Program.

Each OCOP product of craft villages, if properly invested, is not only a commodity with economic value, but also a cultural ambassador, bringing the quintessence of Thang Long land closer to domestic and foreign consumers; connecting from tradition to modernity, from the countryside to the world.
