These are units that will end their operations according to Resolution No. 60-NQ/TU dated April 12, 2025 of the 13th Party Central Committee.
According to Vice President of the Vietnam General Confederation of Labor Phan Van Anh, for units that have paid union fees and union dues from June 1, 2025 onwards, the unit assigned to collect them is responsible for transferring them back to the unit that paid them or to union members.
The Vietnam General Confederation of Labor requires that, for trade unions of administrative agencies, armed forces, and public service units receiving 100% of their salaries from the state budget (public service units with a level of self-insurance for regular operating expenses determined according to the plan prescribed in Article 10 of Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government of less than 10%; public service units with no source of public service revenue) to end operations and complete before June 25, 2025.
At the end of the operation, the remaining union finances are transferred to the direct superior union for management. When the direct superior union ends its operation, all union finances are transferred to the second-level union.

For level 3 unions ending operations: Make a financial settlement report for the union by May 31, 2025. At the same time, continue to make accounting entries until the end of operations. The end of operations must be completed before June 30, 2025. When the operations end, the unit will make adjustments to the settlement report.
Vice President of the Vietnam General Confederation of Labor Phan Van Anh said that according to the calculations of the Vietnam General Confederation of Labor, the group of people who are allowed to stop paying union fees and union dues is about 2.6 million people with about over 3,000 billion VND/year.
“The lack of funding does not greatly affect the activities of caring for and protecting the legitimate rights and interests of union members and workers implemented by the Vietnam General Confederation of Labor. Currently, the unit assigned to collect has left 75% of the union fund and 70% of the union dues for the grassroots union to organize activities to care for union members and workers. The remaining 27% is paid to the higher-level union, and the higher-level union spends directly on union members and workers at the grassroots union (about 80% of the 27% paid to the higher-level union) and the remaining amount is spent by the higher-level union on the activities of the union agency according to the provisions of law,” Mr. Phan Van Anh explained.
