On the afternoon of June 2, concluding the National Online Conference to implement Resolution 201/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development; and at the same time implementing tasks for social housing development in the coming time, Prime Minister Pham Minh Chinh requested ministries, branches, localities, especially leaders to pay attention to and lead the development of social housing at the right level, at the right level, at the right heart, truly for the people and for the Fatherland.
Some people do not fully understand social housing policy.
According to the Ministry of Construction , after two years of implementing the Project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers, up to now, the whole country has planned and arranged 1,309 locations, with a scale of 9,737 hectares of land for social housing. The whole country has 686 social housing projects implemented with a scale of nearly 628,000 apartments. Thus, the number of completed projects and construction commencements reached 51% compared to the target set in the Project by 2025. Currently, there are 18 provinces that are likely to have no social housing implemented or completed in 2025.
To ensure that everyone has a place to live, the Government submitted to the National Assembly for consideration and approval Resolution 201/2025/QH15 dated May 29, 2025 on piloting a number of specific mechanisms and policies for social housing development. Immediately after that, on June 1, 2025, the Government issued Resolution 155/NQ-CP to implement Resolution 201/2025/QH15 of the National Assembly. These Resolutions allow for piloting a number of specific mechanisms and policies for social housing development nationwide; in particular, many contents are breakthroughs, removing difficulties, obstacles, and institutional bottlenecks, promoting social housing development.
In order for the policy to soon come into life, at the conference, leaders of ministries, branches and localities discussed solutions, expressing their determination to seriously and effectively implement resolutions of the National Assembly and the Government on social housing development.
Specifically, urgently develop and issue detailed regulations and instructions for implementing resolutions; cut down and abolish unnecessary procedures; allocate budgets and credit packages for social housing, including for both investors and buyers and renters of social housing; take steps to establish a National Housing Fund; prioritize solving issues related to procedures, planning, and land allocation for social housing development; review subjects to have plans for social housing development... However, some localities said that there are difficulties in developing social housing, especially in remote areas because social housing is not attractive to investors; understanding people's housing needs is not complete...
Concluding the conference, Prime Minister Pham Minh Chinh affirmed that in implementing the Resolution of the 13th National Party Congress on social policy and social security, there have been two very meaningful programs recently: the Program to eliminate temporary and dilapidated houses and the Project to build 1 million social housing apartments.
The Prime Minister said that these are important and urgent programs to ensure progress, social justice and social security, especially the right to housing of the people according to the Constitution and the right to equal access to housing for all people, especially the disadvantaged, low-income, and disadvantaged people; contribute to investment development, promote consumption, promote growth; demonstrate national sentiment and compatriotism; demonstrate the spirit of Party committees and authorities at all levels towards the people; contribute to promoting the process of bright, green, clean and beautiful urbanization; build synchronous and modern infrastructure, save land...
Highlighting the achievements; praising ministries, branches, localities and thanking people for their good implementation of social housing development, the Prime Minister also reminded localities that have ineffectively implemented this program; saying that the limitations are due to the fact that leaders of Party committees and authorities have not paid due attention; the mechanisms and policies of the Party and State are not fully understood; the implementation is not really drastic; access to capital for social housing is still difficult; coordination between relevant entities is not effective, timely, and creative.
According to Prime Minister Pham Minh Chinh, institutions and policies have been increasingly improved, so the important issue is to organize and implement them well, ensuring the goal of completing 100,000 social housing units by 2025 and by 2030, completing 1 million social housing units.
Pointing out that ministries, branches, Party committees, local authorities, especially leaders, must pay attention, lead at the right level, at the right heart, truly for the people, for the Fatherland, the Prime Minister requested relevant entities to study, grasp and organize the correct, sufficient, timely and creative implementation of the Party and State's policies and guidelines on social housing, in accordance with specific conditions; review related policies such as capital access, investment and construction procedures, social housing purchase rights, land policies according to Resolutions and propose solutions to problems if any. In addition, pay special attention to fighting negativity, corruption and waste when organizing the implementation of social housing policies; integrate other programs and national target programs... to promote effectiveness.
Must diversify housing types to serve diverse audiences
The Prime Minister assigned the Ministry of Construction to preside over and coordinate with relevant ministries and branches to urgently research, develop and submit to the Government for promulgation a Decree detailing regulations and implementation measures, including the contents assigned in Resolution No. 201/2025/QH15 to be submitted to the Government for promulgation in June 2025, ensuring synchronous effectiveness with Resolution No. 201/2025/QH15; urgently research, develop and submit to the Government for the establishment of the National Housing Fund, to be completed in June 2025.
The Ministry of Finance shall coordinate with relevant ministries and branches to research, develop and submit to the Government the establishment of a National Housing Fund; arrange and balance capital sources for the Central Housing Fund, to be completed in the second quarter of 2025; guide localities to allocate capital to the local Housing Fund, to be completed in the third quarter of 2025; propose capital sources to implement social housing development policies in Resolution No. 201/2025/QH15.
The State Bank directs commercial banks to facilitate access to capital for social housing; has credit packages for young people to buy or rent social housing; and calls on banks to reduce interest rates on social housing loans with a simple approach.
The Chairman of the Provincial People's Committee shall issue detailed regulations on beneficiaries of social housing support policies according to the regulations of the Party and the State. The Ministry of National Defense and the Ministry of Public Security shall coordinate with localities to build housing for the police and military forces. The Vietnam General Confederation of Labor and the Central Committee of the Vietnam Fatherland Front shall coordinate and direct the implementation of the resolution.
The Prime Minister requested to organize seminars, open columns, and disseminate information on policies and programs for social housing development on the National Law Portal, information portals, and social platforms. The Prime Minister pointed out that the Ministry of Construction, ministries, ministerial-level agencies, central agencies, provincial People's Committees, information and press agencies including Vietnam Television, Voice of Vietnam, Vietnam News Agency, and Nhan Dan Newspaper should proactively organize regular and continuous dissemination and propaganda with practical content and appropriate forms for each target audience.
Note that social housing is not only high-rise buildings in urban areas, where many industrial parks are concentrated, and the subjects are not only cadres, civil servants, workers, low-income people in urban areas, workers in industrial parks, but also cadres, civil servants, and public employees, especially in the context of administrative unit arrangement, especially teachers, military forces in remote, isolated, border areas, etc., the Prime Minister requested ministries, branches, and localities to diversify housing types to serve a variety of subjects.
Prime Minister Pham Minh Chinh directed the Chairmen of the Provincial People's Committees to focus on leading, directing and organizing the implementation of social housing development more drastically and effectively, ensuring the completion of assigned targets by 2025; and immediately organize the implementation of the provisions of the Resolution right after the Resolution takes effect.
In which, assigning to investors of commercial housing construction projects, urban areas to directly invest in social housing construction for land funds reserved for social housing construction in projects that have not been handed over or have been handed over to the State but have not selected investors, with the requirement that investors must complete procedures to start construction within 12 months.
The People's Committees of provinces and cities shall immediately implement the reduction and reform of administrative procedures according to the provisions of Resolution No. 201/2025/QH15; immediately handle the remaining difficulties and problems that have been resolved in this Resolution, such as: Selection of investors, bidding, investment and construction procedures, determination of selling prices and lease-purchase prices; prepare resources and human resources to effectively implement this Resolution, at the same time, focus on inspection and supervision, not to leave any loopholes, corruption, negativity, policy profiteering, loss and waste.
Any locality that has not yet established a Steering Committee for Social Housing Development must establish one immediately to directly inspect, urge, and remove difficulties and obstacles to accelerate the progress of social housing construction investment projects in the area, to be completed in June 2025. The Prime Minister directed localities to organize direct work with investors to review progress, direct and urge investors to focus resources to complete in 2025; proactively remove difficulties and obstacles, and guide investors to implement legal provisions on investment, planning, land, construction and other relevant laws.
Provinces and cities urge investors of commercial housing projects to carry out investment procedures for social housing construction on the 20% land fund of the project according to the provisions of the Housing Law 2023 to start construction in 2025, as a basis for completing the targets in the following years; issue incentive and support mechanisms, creating favorable conditions for enterprises and cooperatives to participate in investing in social housing construction; continue to implement tasks and solutions assigned by the Government and the Prime Minister. Focus on leadership and direction to complete the assigned social housing targets.
Emphasizing that social housing development is a major policy of the Party and State and an urgent issue, the Prime Minister requested ministries and branches, according to their assigned functions and tasks, to coordinate closely and implement with the highest determination, greatest effort, and most drastic measures; assigning "clearly people, clear tasks, clear time, clear results, clear responsibilities, clear authority" to fundamentally solve housing difficulties for people.
