An Nghia commune strives to build advanced new rural areas

An Nghia Commune (Lac Son) is one of the localities that reached the new rural standard in 2018. Entering a new development stage, the commune strives to achieve advanced new rural standards. With political determination and consensus of the people, the commune is gradually removing bottlenecks to achieve the goal, aiming for sustainable development.

Propaganda work is identified by the commune as a key step. The Steering Committee of the new rural construction program of the commune proactively deploys many forms of propaganda such as: hamlet meetings, loudspeakers, hanging banners, slogans on main roads... The propaganda content closely follows the direction of the central, provincial and district levels, helping people understand the goals and criteria of the program, while at the same time arousing the role of the people as the subject. The Steering Committee has also established a support team, program management boards in hamlets, thereby strengthening the role of supervision, urging, and implementing items on schedule and according to regulations. Annually, it organizes a preliminary review, a final review, an assessment of results and lessons learned, promptly removing obstacles.

Up to now, An Nghia commune has achieved 4 criteria of advanced new rural areas in terms of electricity, residential housing, income, and multidimensional poverty reduction. Specifically, 100% of households (2,005 households) have regular and safe access to electricity; 98% of households have permanent or semi-permanent houses; average income per capita reaches 70 million VND, far exceeding the minimum level prescribed; the multidimensional poverty rate is only 4.96%, lower than the permitted threshold.

However, the above results are only the beginning. The commune has not yet met 15/19 criteria for advanced new rural areas, including many important criteria such as planning, traffic,education , culture, irrigation, production organization, environment, digital transformation application... Although 100% of commune and village roads have been asphalted and concreted with a total length of over 19.8 km, the traffic criteria have not been met due to the lack of lighting systems, the failure to ensure the rate of planting flowers, ornamental plants and synchronous hardening in alleys and inner fields. Regarding the planning criteria, the commune has an approved project and planning management regulations, but is not yet qualified to be recognized as meeting the standards.

Education criteria still face many obstacles because schools in the area have many isolated locations and facilities that have not met level 1 standards. Expanding the area to build functional classrooms is still limited. Criteria for organizing production and developing the rural economy are also bottlenecks. Currently, the commune has only 1 cooperative operating in multiple sectors (Dai Nghia Cooperative), 1 OCOP product, Muong Khoi wine, recognized since 2022. The commune does not have a production linkage model according to the value chain, no products are consumed through e-commerce, and no raw material area codes are issued - mandatory requirements in the advanced new rural criteria. Regarding the environment, there is no infrastructure for collecting and treating solid waste that meets standards, the rate of households sorting waste at source is still low, and there is a lack of public sanitation infrastructure and trees in residential areas. Many new requirements on digital transformation applications, food hygiene and safety, rural markets, etc. are big challenges for the commune.

Comrade Bui Van Nguyen, Chairman of the People's Committee of An Nghia Commune, said: "The commune identifies that building an advanced new rural area is a long journey, requiring determination from the government to the people. Currently, the biggest difficulty is limited resources, while the criteria are increasingly high and integrated. However, with the fundamental advantages achieved from the previous new rural program, along with the support of the people, I believe that the commune will gradually remove obstacles and complete the remaining criteria."

In the coming time, An Nghia commune aims to continue maintaining the achieved criteria, striving to complete criterion No. 14 on health. Therein, focusing on increasing the proportion of the population with health management, promoting the use of electronic medical records, and applying remote medical examination and treatment. Promoting propaganda in new forms such as dramatization, dialogue at the grassroots level; increasing calls for socialized investment, promoting internal community strength. The People's Committee of the commune determined that in the coming period, it is necessary to focus on key groups of solutions such as: Mobilizing and integrating all support resources from the State, enterprises, and people; developing key products in the direction of sustainable processing and consumption; consolidating the grassroots political system, improving the capacity to manage the new rural program; applying information technology in management and improving people's satisfaction index.

Despite many difficulties, with the determination of the Party Committee, the government and the consensus of the people, An Nghia commune believes in the goal of building an advanced new rural area in the coming time. The success of the program does not stop at the title, but is also demonstrated through the daily changes in the material and spiritual life of rural people.
