The project of connecting Hoa Binh - Hanoi region and Son La expressway (Hoa Binh - Moc Chau) through Luong Son district is under construction.
However, the area being cleared for 12.27ha is facing many difficulties. For example, the land acquisition map has changed, land type has been adjusted, and land area has been separated due to land consolidation, so the land acquisition map has to be adjusted many times. The land acquisition and land division adjustment carried out by the land acquisition consultant is not guaranteed, and the area data has errors after each measurement, leading to many difficulties in checking and reviewing.
On April 17, 2025, the Land Fund Development Center received a set of documents, including a map and a list of adjusted land acquisition measurements with a total area of 381,434.4 m2. After checking and reviewing, it was found that there was a discrepancy in the recovered area compared to the area announced by the District People's Committee to recover land of 30,761.3 m2 (the land acquisition notice was 412,195.7 m2).
For the agricultural land area that has not been granted a land use right certificate, the land area increased compared to the granted land use right certificate is verified according to the instructions in Official Dispatch No. 1486, dated April 3, 2025 of the Department of Agriculture and Environment. Up to now, the investor has not provided the land plot extract file for the People's Committee of Cao Son commune as a basis for verification and requested the District Department of Agriculture and Environment, Branch of the District Land Registration Office, and the District Tax Team to determine financial obligations according to regulations as a basis for making a compensation and support plan for households (according to regulations, for agricultural land, financial obligations do not have to be fulfilled, but the implementation process according to the instructions in Official Dispatch No. 1486, dated April 3, 2025 of the Department of Agriculture and Environment is very difficult, complicated, and time-consuming).
Regarding the recovered area of the Tuong Anh Hoa Binh brick factory that is currently managing and using many assets, including machinery, equipment, brick factory, kiln, drying rack..., the remaining value of the assets on the land within the land recovery area for project implementation has been determined at over 9.8 billion VND. Asia Valuation and Auditing Company Limited has determined the remaining value of the assets, but cannot determine the estimated cost of moving according to regulations.
In addition, some plots of land with graves have been moved, households requested compensation for land, however, the land plots were determined by the People's Committee of Cao Son commune to be river and stream land managed by the People's Committee of the commune, not eligible for land compensation.
To resolve difficulties and problems, Mr. Nguyen Anh Duc, Vice Chairman of the People's Committee of Luong Son district, proposed that the investor, the Provincial Traffic Construction Investment Project Management Board, work with the measurement unit to check and review the completion of the land acquisition and measurement map; coordinate with specialized agencies of the district and commune to extract land plots as a basis for compensation and support according to regulations. Regarding the assets of the Tuong Anh Hoa Binh brick factory, the Department of Agriculture and Environment and the Department of Construction were requested to consider providing specific instructions on determining the level of support for moving assets after the State acquires the land. At the same time, specialized units and communes should focus on removing difficulties in site clearance work to hand over to the construction unit on schedule.
