Many recommendations related to land clearance
Speaking at the conference, Mr. Nguyen Van Minh - Executive Director of Doc Da Trang Industrial Park Project (located in Van Ninh district and Ninh Hoa town) said that the project had broken ground on April 2 and was in the process of clearing the land. However, the compensation and land acquisition procedures are too slow, especially in Ninh Hoa town. Specifically, the project has nearly 45 hectares located in Ninh Hoa town. After the locality approved the land acquisition policy at the end of 2024, the investor transferred nearly 70 billion VND to pay compensation, but so far the town has only recovered 10 hectares, equivalent to about 31 billion VND. Enterprises have too much money in the locality, affecting the efficiency of investment and capital use. Recently, the People's Committee of Ninh Hoa town issued a decision to enforce 8 cases, but there are still 3 households without any documents showing the determination and decisiveness of the locality. With this progress, it is difficult to start the project in July this year as planned. Therefore, the investor recommends that the Van Phong Economic Zone Management Board work with the Ninh Hoa Town People's Committee to find solutions to speed up the site clearance progress, creating favorable conditions for the investor to implement the project.

Mr. Nguyen Thanh Cong - Director of Doc Let - Phuong Mai Tourist Area Project said that after the 2024 Land Law takes effect, the investor plans to divide the project investment into phases. However, following the procedure for adjusting the investment certificate and adjusting the planning, there are some problems with the project transition clause... Therefore, the investor requested the Van Phong Economic Zone Management Board and departments and branches to provide specific instructions.
According to the leader of Van Phong Economic Zone Management Board, in the economic zone, the Provincial People's Committee has approved 5 zoning planning projects including: Zone 1, Zone 2, Zone 3, Zone 8 and Doc Da Trang Industrial Park. Zones 5, 14, 15, 17, 19 were approved by the Provincial People's Council at the Special Session on April 28, and are currently being completed to submit to the Department of Construction for appraisal and consultation with the Provincial People's Committee for approval (expected in June 2025). Zones 4 and 16 are currently completing project documents according to the opinions of the Ministry of Construction, and are expected to be submitted to the Provincial People's Council for approval at the 18th Session (July 2025). Zones 6 and 18 are completing documents to submit to the Department of Construction for appraisal. The remaining zones (7, 9, 10, 11, 12, 13) are selecting contractors to develop the project.
In addition, some enterprises proposed to adjust the planning on construction density in Suoi Dau Industrial Park to suit the development orientation, meeting the requirements of enterprises needing to expand factories; note that when submitting the Sub-zone 19 Planning, there should be appropriate construction criteria for secondary projects in Ninh Thuy Industrial Park...
Will provide maximum support for businesses
Mr. Le Hong Phuong - Deputy Head of Van Phong Economic Zone Management Board said that the board will provide maximum support so that the investor is qualified to start the Doc Da Trang Industrial Park Project on schedule. Recently, the provincial leaders chaired a meeting and found that the application of land law and compensation for site clearance between the People's Committee of Van Ninh district and the People's Committee of Ninh Hoa town was not consistent. The Department of Agriculture and Environment also stated that it is necessary to overcome the situation of different application of law between the two localities in the same project. Therefore, the provincial leaders agreed to chair a meeting with the People's Committee of Ninh Hoa town next week to clarify the issue, both creating conditions for people to enjoy policies when their land is recovered and creating conditions for enterprises to soon hand over the site to start the project.

Regarding the proposal of the investor of Doc Let - Phuong Mai Tourist Area Project, the representative of the Department of Agriculture and Environment said that the investor should base on the project's phase to compensate and complete land lease procedures accordingly; land allocation should be according to the phase progress but must be continuous and cannot be allocated in a leopard skin pattern. The Department of Agriculture and Environment's one-stop shop will provide full guidance for the investor to implement. This is a long-term project, from the 2003 Land Law to the 2013 Land Law, now applying the 2024 Land Law. Therefore, the enterprise must carefully review compensation records from before 2003 to present, coordinate with state management agencies to remove obstacles in each specific case.

According to Mr. Le Hong Phuong, currently, the Van Phong Economic Zone Management Board is focusing on accelerating the progress of a series of important traffic projects in Van Phong Economic Zone such as: Upgrading and expanding Provincial Road 1B (section from the intersection of National Highway 26B to the intersection of Provincial Road 1); Coastal Road Project from Van Luong Commune, Van Ninh District to Ninh Hoa Town. At the same time, continue to complete the investment proposal report for the projects: Upgrading and expanding the traffic route from National Highway 1 to Hon Khoi Port; Traffic Road Project outside Van Phong International Transit Port (phase 2); Coastal Road section from Van Tho Commune to Van Luong Commune, Van Ninh District... This is an extremely favorable condition contributing to the completion of traffic infrastructure, supporting logistics development, promoting investment attraction, creating strong development momentum in the Economic Zone. In the coming time, Van Phong Economic Zone Management Board will continue to support investors in the project implementation process, promptly resolve difficulties and obstacles to create conditions for the project to soon come into operation and stabilize production and business. At the same time, efforts will be made to review and handle slow-progressing projects according to the direction of the Provincial Party Committee and the plan of the Provincial People's Committee; strengthen inspection and supervision of projects that have been approved for investment policies to speed up the implementation progress and soon put the projects into operation.
