This is also the goal set by the Prime Minister for Dong Nai province to complete the goal of having 3,000 km of expressway nationwide by the end of 2025.
Efforts to make up for lost time
Dong Nai was assigned as the investor for Component Project 1, Bien Hoa - Vung Tau Expressway Project and Component Project 3, Ring Road 3 - Ho Chi Minh City Project. Construction of these two projects began in mid-2023. However, by the end of 2024, the progress of Component Project 1, Bien Hoa - Vung Tau Expressway Project and Component Project 3, Ring Road 3 - Ho Chi Minh City Project through the province were both behind schedule compared to the component projects passing through other provinces and cities.
The biggest reason for the slow progress of the component projects of the two above-mentioned projects passing through the province is mainly the delay in site clearance.
According to Chairman of the Provincial People's Committee Vo Tan Duc, with Project Component 1, Bien Hoa - Vung Tau Expressway Project and Project Component 3, Ring Road 3 - Ho Chi Minh City Project, Dong Nai has basically completed the site clearance work, removing difficulties and obstacles regarding construction materials. Therefore, the task of the investor and contractors now is to speed up construction.
Vice Chairman of the Provincial People's Committee Ho Van Ha assessed that the progress of site clearance for the Bien Hoa - Vung Tau Expressway Project and Ring Road 3 - Ho Chi Minh City in the first phase has greatly affected the construction progress of these projects.
Since the beginning of 2025, when the site clearance work of the two projects was basically completed, the construction contractors have made efforts to make up for the previously delayed progress.
According to Director of the Provincial Traffic Construction Investment Project Management Board (the unit assigned by the Provincial People's Committee to be the investor of the two projects) Ngo The An, as of the end of May 2025, Component Project 1, Bien Hoa - Vung Tau Expressway Project had a total implementation value of VND 800 billion, reaching 32% of the contract value, 10% behind schedule according to the National Assembly 's resolution. Meanwhile, the total implementation value of Component Project 3, Ring Road 3 - Ho Chi Minh City Project reached more than VND 700 billion, reaching 36% of the contract value and about 6% behind schedule. Thus, compared to the previous period, the delayed progress of these two projects has been significantly compensated.
Transferring the construction volume of the contractor behind schedule
According to the Prime Minister's request, for Component Project 1, Bien Hoa - Vung Tau Expressway Project and Component Project 3, Ring Road 3 - Ho Chi Minh City Project, technical traffic opening must be completed before December 19, 2025. Although the progress of the projects has been partially compensated, this is still a challenging goal, requiring investors and contractors to implement many synchronous solutions.
Colonel Le Xuan Long, Deputy General Director of Truong Son Construction Corporation - the contractor of construction package No. 18, Component 1, Bien Hoa - Vung Tau Expressway Project, said that the units participating in the project's construction are committed to completing the technical traffic opening target of the project before December 19. To achieve this target, the contractors are committed to "devotion and effort", mobilizing maximum equipment, machinery, and construction workers. However, the contractors also hope that the locality will support the early completion of the relocation of the technical infrastructure system and the coordination of construction materials. Particularly for the section constructed by Truong Son Construction Corporation, Mr. Le Xuan Long proposed changing the cement-reinforced sand layer in the cement-soil pile reinforcement construction phase to speed up the construction progress before the rainy season. At the same time, the Provincial People's Committee will consider promptly resolving procedures to exploit land for leveling at the location in Phuoc Tan ward (Bien Hoa city) to serve the project construction.
Meanwhile, a representative of Joint Stock Company 471, the contractor for the Component 3 Project, Ring Road 3 Project - Ho Chi Minh City, said that on May 20, the Provincial Traffic Construction Investment Project Management Board issued a document requesting the transfer of the construction volume of the contractor, Trang Anh Construction Company Limited, to this enterprise due to the slow progress of the construction. Immediately after that, on May 27, Joint Stock Company 471 mobilized equipment and workers to carry out the construction of the transferred volume.
According to a representative of Joint Stock Company 471, the unit as well as other contractors are committed to completing the project's technical traffic opening target before December 19.
