In the conclusion of the working session, the General Secretary spent time analyzing the strengths and weaknesses of each locality, and emphasized that the establishment of the new Ho Chi Minh City with Binh Duong and Ba Ria - Vung Tau marked an unprecedented turning point in the history of urban development in Vietnam.

This is a comprehensive restructuring of the development space of the most dynamic economic growth pole of the country, converging into a megacity. After the merger, Ho Chi Minh City is about 6,722 km2 wide, ranking 22nd in the country and has the leading population of about 14 million people. The new city also leads in economic scale (about 2.7 million billion VND) and contribution to the national budget.

Comparing internationally, the General Secretary said that Ho Chi Minh City is larger than some countries, even in the Southeast Asian region such as Singapore, Laos, and Cambodia, when considered in each aspect. "Thus, we must think internationally, not just regionally," he added.

The new vision for Ho Chi Minh City must become an international megacity of Southeast Asia, a smart, green, creative city, typical not only of economic strength but also of richness in culture, arts, sports, entertainment and modern, dynamic lifestyle.

The new Ho Chi Minh City will be a regional-scale center of finance, trade, industry, high technology and sea tourism, with a development orientation based on digital technology, green economy, sustainable social environment, harmony, open connection, civilization, crystallization of advanced values ​​of Asia and the world.

"The new Ho Chi Minh City rising to the same level as other cities in the region is not only the city's desire but also the common desire of the whole country. The further the city reaches, the faster the country advances," the General Secretary worried, and at the same time suggested that the new city should set specific goals, put them into the local Party Congress documents to strive for.

Integrating specific mechanisms into the new city

During the meeting, the General Secretary suggested four principles for the localities. The first is to integrate the specific and special mechanisms and policies of the three localities into the new city.

The second principle is to coordinate and direct centrally but operate decentralizedly. In which, the city-level brain unit plays a strategic, planning and coordinating control role, while the development poles, such as Thu Thiem, Thu Duc, Di An, Ben Cat, Ba Ria, Vung Tau need to be encouraged to be proactive and creative.

The third principle is that data must be centralized but decisions must be made at the nearest place, especially at the commune level. The final principle is that management must be streamlined but must be close, regularly urging, checking, evaluating the progress and quality of work, receiving and responding to opinions from people and businesses. "We must enhance the capacity to respond practically with individual responsibility," the General Secretary requested.

Sharing with local leaders, the General Secretary said that through inspection and supervision in a number of provinces, the Central Government has found deviant manifestations and trends that need to be corrected.

"The vast majority of people agree and are highly unified with the policy of rearranging the country and the apparatus of the political system, but there are some cadres who are worried and personally afraid of difficulties and hardships," he cited and affirmed that this is a paradox.

In particular, the General Secretary also warned of signs of localism, local interests, and group interests in personnel work and proposed policies showing preferential treatment for provincial personnel whose names were kept or provincial personnel whose secretary presided over the merger project or dishonest and inaccurate statistics of assets and projects.

In addition, there is also the phenomenon of people rushing to build houses on agricultural land and land percentages, but the government ignores or is not determined to do so. Districts and counties have loosened their management functions because they have a disintegration mentality. Communes are not strong enough to do it right away, so they also ignore it.

The new Ho Chi Minh City must be a model of creative and transparent digital government.

Listing some upcoming tasks, General Secretary To Lam expected that the new Ho Chi Minh City must represent a transparent and effective digital government, which must both handle governance well and lead development, innovation, and maintain social trust.

In the development process, localities need to establish a smart, modern, synchronous, comprehensive management system, strongly apply digital transformation in all areas of state management, socio-economic management, public service infrastructure management, and improve the capacity to serve the people and businesses as a whole.

At the same time, Ho Chi Minh City must promote economic restructuring, innovate the growth model, develop a creative knowledge-based economy with high added value, global competitiveness, and participate in high levels of the global value chain.

To become a multi-centered city, the General Secretary suggested that the new Ho Chi Minh City needs to immediately shape an integrated and intelligent transportation network; reorganize the regional digital space, considering data as strategic infrastructure; build an innovation ecosystem where businesses, research institutes, universities, investors, innovation funds and the startup community meet on an interconnected platform.

In addition, General Secretary To Lam also suggested that the city should form regional innovation centers in urban areas to promote growth model transformation; build a creative startup investment fund operating under the public-private partnership model.

The locality also needs to pay attention to developing a generation of young, dynamic, creative entrepreneurs who are good at management, business and have a spirit of serving society; firmly pursuing the goal of comprehensive human development, closely combining economic growth with progress, social justice and quality of life...
