Publicize the headquarters address and list of administrative procedures received and returned at provincial-level public administrative service centers and commune-level public administrative service centers before June 25, 2025.
Implementing the conclusions of the Politburo , the Secretariat, General Secretary To Lam, the Resolutions of the National Assembly, the National Assembly Standing Committee and the Government, the Prime Minister, ministries and ministerial-level agencies have focused on completing and submitting to the Government for promulgation 28 Resolutions on decentralization, delegation of authority, and assignment of authority when implementing the 2-level local government model, in which the authority to resolve 346 administrative procedures (AP) under the authority of the district level has been assigned, 18 APs have been transferred to the provincial level, 278 APs have been transferred to the commune level, 50 APs have been abolished; 556 APs have been decentralized from the central level to localities, specifically: 163 APs in the fields of agriculture and environment; 119 APs in the fields of industry and trade; 59 APs in the field of health; 37 administrative procedures in the construction sector,... At the same time, the Government issued Decree No. 118/2025/ND-CP dated June 9, 2025 on implementing administrative procedures under the one-stop, one-stop mechanism at the Ministry-level One-stop Department, the Provincial and Commune-level Public Administration Service Centers and the National Public Service Portal, replacing Decree No. 61/2018/ND-CP, as the basis for implementing administrative procedures regardless of administrative boundaries within the province; ending the District-level One-stop Department, focusing on modernizing and professionalizing the Provincial and Commune-level Public Administration Service Centers; deploying the National Public Service Portal to become the national One-stop Public Service Portal serving people and businesses.
To continue promoting the achieved results, ensuring smooth, effective and uninterrupted implementation of administrative procedures when arranging administrative units and implementing the 2-level local government model, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to continue implementing the tasks and solutions assigned in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government, Official Dispatch No. 56/CD-TTg dated May 4, 2025, Official Dispatch No. 69/CD-TTg dated May 22, 2025, Official Dispatch No. 219/TTg-KSTT dated February 27, 2025 of the Prime Minister and focus on implementing a number of specific tasks as follows:
I. ON ANNOUNCEMENT AND PUBLICITY OF ADMINISTRATIVE PROCEDURES
1. Ministers and Heads of ministerial-level agencies shall promptly complete the announcement, disclosure, and updating on the National Database of Administrative Procedures for administrative procedures that have been decentralized, delegated, and assigned the authority to resolve in 28 Decrees of the Government before June 20, 2025; issue guiding Circulars (if any) and announce and disclose administrative procedures prescribed in the Circular before June 25, 2025, as a basis for localities to announce and organize the implementation of administrative procedures applied in the province or city.
2. The Chairman of the People's Committee of a province or centrally-run city is responsible for:
a) Announce the list of administrative procedures applicable in the province and city and update and publicize them on the National Database on Administrative Procedures immediately after the Ministry and ministerial-level agencies announce the administrative procedures; adjust internal procedures, electronic procedures, online public services, ensure the implementation of administrative procedures and the provision of public services smoothly, effectively, and without interruption from July 1, 2025.
b) Publicize the headquarters address and list of administrative procedures received and returned at provincial-level public administrative service centers and commune-level public administrative service centers before June 25, 2025 to facilitate individuals and organizations to access and perform administrative procedures.
c) Establish and publicize the hotline of the provincial public administration service center and the People's Committees of communes before June 25, 2025 to support, guide, and respond to individuals and organizations' and organizations' comments and recommendations on administrative procedures and public service provision when arranging administrative units and implementing the 2-level government organization model, ensuring 24/7 regular operations.
II. ON RECEIVING AND HANDLING ADMINISTRATIVE PROCEDURES
1. The Chairman of the People's Committee of a province or centrally-run city is responsible for:
a) Organize the reception and settlement of administrative procedures in provinces and centrally run cities in accordance with the provisions of Clause 4, Clause 5, Article 4, Clause 2, Article 5 and Clause 1, Clause 2, Article 10 of Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly, the direction of the Prime Minister in Official Dispatch No. 219/TTg-KSTT dated February 27, 2025 and Decree No. 118/2025/ND-CP of the Government.
b) Review and improve the Provincial and Commune Public Administration Service Centers in terms of personnel, facilities, equipment, and working regulations, paying attention to the use and inheritance of facilities, equipment, and infrastructure of the Provincial Public Administration Service Centers, the Reception and Result Delivery Departments at the district and commune levels before merging and rearranging administrative units, ensuring maximum convenience, smoothness, and no interruption in the implementation of administrative procedure settlement for people and businesses when the operation of the district-level local government ends and the implementation of the 2-level local government organization model is implemented.
c) Issue a list of administrative procedures to be performed regardless of administrative boundaries within the provincial level according to the roadmap, ensuring the completion of 100% of administrative procedures to be performed regardless of administrative boundaries within the provincial level by December 2025.
2. Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities are responsible for:
a) Complete integration and provision of 100% of online public services on the National Public Service Portal before June 20, 2025; immediately overcome technical inadequacies and limitations in connection before June 25, 2025 and inadequacies in the quality of online public services currently provided, ensuring substantive, effective and smooth implementation, completed before June 25, 2025.
b) Review and restructure online public services based on data reuse and electronic interconnection to reduce and simplify administrative procedures, promote the provision of comprehensive, substantive and effective online public services; do not build new online public services for administrative procedures without records for 3 consecutive years to avoid waste. Complete the list of administrative procedures without records for 3 consecutive years before July 20, 2025 to serve as a basis for unified implementation, monitoring and evaluation of implementation results.
c) Ensure that 100% of administrative procedures related to enterprises are performed online, smoothly, seamlessly, effectively, minimizing paperwork, and completed in 2025.
III. ON THE NATIONAL PUBLIC SERVICE PORTAL AND THE ADMINISTRATIVE PROCEDURE INFORMATION SYSTEM
1. The Chairman of the People's Committee of the province or centrally-run city shall promptly upgrade and complete the provincial-level administrative procedure settlement information system, ensuring the inheritance of information, data, safety, security and the continuous, smooth, effective and uninterrupted reception and settlement of administrative procedures from July 1, 2025.
2. Provinces and centrally-run cities subject to merger shall proactively evaluate, agree on selection, and consolidate the use of a provincial-level administrative procedure settlement information system to organize upgrading, completion, and meeting the requirements for performing administrative procedures regardless of administrative boundaries within the province; connect, share, and synchronize data with the National Public Service Portal; and follow the roadmap of not maintaining (closing the interface) the provincial-level Public Service Portal from July 1, 2025 in accordance with the direction of General Secretary To Lam and the leaders of the Central Steering Committee on science, technology development, innovation, and digital transformation.
3. Ministers and heads of ministerial-level agencies shall review and upgrade information systems and databases under the management of ministries and ministerial-level agencies with information fields related to administrative units such as: population, electronic civil status, tax, state treasury, social insurance, criminal records, driver's license renewal, enterprises, business households, etc. and update the list, data information, guide and coordinate with localities in adjusting connections and upgrading the information system for handling administrative procedures, ensuring that the systems operate smoothly and effectively, avoiding interruptions, and completing before June 25, 2025.
4. Minister of Finance
a) Urgently complete the promulgation and publication of the list of codes of Vietnamese administrative units in accordance with the plan for arranging administrative units and organizing a two-level government model before June 20, 2025.
b) Supplement the budget for upgrading the infrastructure of the National Public Service Portal during the period when the infrastructure transfer to the National Data Center has not been completed to meet the requirements of sudden traffic increase when the provincial Public Service Portal interface is closed from July 1, 2025.
5. The Minister of Science and Technology upgrades the bandwidth of the dedicated data transmission network to ensure smooth connection, integration, and data sharing between the National Public Service Portal and the Information System for handling administrative procedures at the ministerial and provincial levels when deploying the centralized National Public Service Portal, closing the interface of the ministerial and provincial Public Service Portals.
6. The Minister and Head of the Government Office shall preside over and coordinate with the Minister of Public Security, relevant ministries, branches, localities, agencies and units to promptly upgrade functions, update and adjust procedures, information and data of the system to meet the requirements of arranging administrative units and organizing 2-level local governments, deploying the National Public Service Portal to become a national window; ensuring that the infrastructure of the National Public Service Portal operates stably, smoothly and effectively, especially when the user traffic increases suddenly when the interface of the Provincial Public Service Portal is closed from July 1, 2025 until the completion of the infrastructure migration to the National Data Center.
7. Chairmen and General Directors of Corporations and information technology companies : Vietnam Posts and Telecommunications Group; Military Industry and Telecommunications Group; MobiFone Telecommunications Corporation; FPT Joint Stock Company, etc. have deployed Public Service Portals, Information Systems for handling administrative procedures at ministerial and provincial levels to support the implementation of upgrading, configuring, and editing information systems and databases and ensuring stable, smooth, effective, regular, and continuous operation 24/7, to be completed before June 25, 2025, to promptly serve people and businesses without interruption in performing administrative procedures and providing public services when rearranging administrative units and implementing the 2-level government organization model from July 1, 2025.
IV. IMPLEMENTATION ORGANIZATION
1. Assign Ministers of Ministries, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to be responsible to the Government and the Prime Minister for the implementation of administrative procedures and provision of online public services, ensuring substance, efficiency, smoothness and no interruption when implementing the arrangement of administrative units, implementing the 2-level local government organization model and the National Public Service Portal as the national one-stop public service portal serving people and businesses.
2. The Minister and Head of the Government Office shall monitor and urge the implementation of the above tasks according to assigned functions and tasks; promptly synthesize and report to the Prime Minister on issues beyond his/her authority.
This is a very important and urgent task that needs to be urgently focused on and completed. The Prime Minister requested that the Ministers, Heads of ministerial-level agencies, Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities take time to pay attention to, lead and direct their affiliated agencies and units to complete the above-mentioned tasks, ensuring that the handling of administrative work, procedures and public services for people and businesses is smooth, effective and uninterrupted when arranging administrative units and implementing the 2-level local government model./.
