On June 18, the Ministry of Home Affairs coordinated with the Ministry of Finance to organize the Vietnam - Singapore Innovation Talent Exchange Forum. The event attracted the direct and online participation of representatives from government agencies, businesses, and universities of the two countries.

The forum is a practical activity to concretize the cooperation program signed between the authorities of the two countries, aiming to promote talent connection in the field of technology and innovation. The focus of the program is to create conditions for Vietnamese and Singaporean workers to find short-term jobs, up to 2 years in innovation-related positions at qualified enterprises in the two countries.

Previously, on August 28, 2023, the Ministry of Planning and Investment (now the Ministry of Finance) and the Ministry of Labor, War Invalids and Social Affairs (now the Ministry of Home Affairs) signed a Memorandum of Understanding with the Singapore Ministry of Trade and Industry on the Vietnam - Singapore Innovation Talent Exchange Program.

Speaking at the opening of the Forum, Dr. Ha Thi Minh Duc, Deputy Director of the Department of International Cooperation (Ministry of Home Affairs) emphasized that the development of science, technology, innovation and digital transformation is being identified as a key pillar for Vietnam to develop richly and powerfully in the new era.

Over the past years, the Party and the State have issued many major policies and guidelines to promote this process, including Resolution No. 57-NQ/TW signed by General Secretary To Lam on December 22, 2024. The Resolution clearly identifies two key tasks: Developing and promoting high-quality human resources and talents and enhancing international cooperation in science, technology development, innovation and digital transformation.

Dr. Ha Thi Minh Duc also cited the 2024 digital economy report showing that Vietnam's digital economy continues to grow strongly, with a contribution to GDP of 18.3% and a growth rate of over 20%, far exceeding the overall growth rate of the economy. Vietnam aims for the digital economy to account for 30-35% of GDP by 2030.

On the Singapore side, the country has developed a dynamic startup ecosystem, advanced technology research centers and a stable legal environment - factors that create the foundation for breakthrough technology initiatives. Singapore is considered a model for Vietnam to learn from and cooperate with in the fields of innovation and high-quality human resource development.

Therefore, cooperation in exchanging innovative talents between Vietnam and Singapore will contribute significantly, bringing benefits to both countries because Vietnam possesses abundant human resources, youth, enthusiasm and a domestic market that is exploding with demand for digitalization and improvement of public services.

This cooperation not only opens up opportunities for young workers of both countries to hone their skills, share knowledge and develop practical experience in diverse working environments, but also contributes to strengthening cooperation between the two countries in particular and the ASEAN region in general in the fields of labor and innovation.

Speaking at the Forum, a representative of the National Innovation Center (NIC), Ministry of Finance, emphasized that the Vietnam - Singapore Innovation Talent Exchange Program is an important bridge to promote the shift of high-quality human resources, expanding career opportunities for talented personnel in key technology fields of the two countries.

The National Innovation Center will continue to play a central role in coordinating, connecting and promoting initiatives to effectively implement the Program in the coming time.

Connecting high-quality human resources, promoting digital economy

At the Forum, delegates discussed and shared a lot of practical information about the implementation process of the Vietnam - Singapore Innovation Talent Exchange Program, especially the process of receiving Singaporean workers to work in Vietnam and sending Vietnamese workers to work in Singapore under the program.

Opinions were unanimous that the program not only expands career opportunities for the young generation of workers from both countries, but also contributes to enhancing exchanges, sharing skills, knowledge and practical experience in the international working environment. This contributes to promoting the connection of innovative human resources in the ASEAN region, towards a dynamic, cohesive and sustainable digital economic community.

Representatives of ministries, sectors and relevant agencies of the two countries affirmed the importance of continuing to promote cooperation and close coordination to effectively implement the Vietnam – Singapore Innovation Talent Exchange Program. This is not only a human resource cooperation initiative, but also a strategic tool contributing to deepening the comprehensive strategic partnership between the two countries.

The effective implementation of the program not only helps improve the quality of innovative human resources, but also contributes to realizing the vision of developing a digital nation, digital society, and digital citizens of Vietnam in the near future.
