One of the major projects under construction is Hoang Dieu Street, about 4.7 km long, running along Hieu River. This project is part of the Mekong River Corridor (GMS) Urban Development Project, invested by the Department of Planning and Investment (formerly). This route passes through Dong Giang and Dong Thanh wards, and has been under construction for many years but has not yet been completed due to problems with site clearance. There are 254 affected cases that need site clearance for construction.
Up to now, the People's Committee of Dong Ha City has approved the compensation and support plan for 252 cases and has handed over the site for construction. However, the remaining 2 households did not agree, causing 2 points on the route to not be able to continue, creating "bottlenecks" causing difficulties, traffic safety as well as urban aesthetics.
Local voters have repeatedly reported this issue to the People's Councils at all levels. It is worth mentioning that the Hoang Dieu road construction project has now stopped implementing compensation and support for the above two cases and will end the project from December 31, 2023, so the completion of the entire road will be difficult, and it is unknown when it will be completed.
“People want the government to intervene more decisively and resolve the issue of some households not agreeing with the compensation policy for land acquisition and clearance in order to complete the project soon. We cannot let the project, which creates a highlight for both traffic and architectural space on the banks of the Hieu River, remain unfinished for so many years just because a few households lack goodwill in land acquisition and clearance,” said Mr. Nguyen Van Bay, in Quarter 4, Dong Thanh Ward, indignantly.
Chairman of Dong Thanh Ward People's Committee Vo Ngoc Nam said: "Although the local government and organizations regularly propagate, mobilize, organize dialogues and persuade, these two households still do not agree to hand over the land. We hope that the superiors will soon have a solution to complete the construction of the entire Hoang Dieu Street so that people can travel conveniently and safely and promote local socio -economic development."
The planning was approved by the Quang Tri Provincial People's Committee in June 1999 and construction began in 2011. However, the Nguyen Trai extended road project is still "stuck" because it cannot connect to National Highway 9. The Nguyen Trai extended road project from National Highway 9 to Tran Binh Trong Street, Ward 3, is 472 m long and is invested by the Dong Ha City People's Committee.

After several times of construction suspension, the total investment was adjusted from 7.6 billion VND to 44 billion VND. It has now been completed, but the intersection with National Highway 9 still has about 15 meters of unfinished road surface and cannot be connected due to barriers.
Therefore, the old Nguyen Trai street and the extended Nguyen Trai street are still not open, affecting the travel of people and spoiling the beauty and safety of urban traffic. The reason for this situation is that the connection of the extended Nguyen Trai street with National Highway 9 has encountered some difficulties.
According to the Director of the Dong Ha City Construction Investment Project Management Board, Thai Vinh Hai, National Highway 9 was previously under the management of the Road Management Area II (Ministry of Transport, now the Ministry of Construction ), and according to the Vietnam Road Law, it will be transferred to the People's Committee of Quang Tri province. In December 2024, the People's Committee of Quang Tri province approved the connection point of Nguyen Trai Street extension to National Highway 9. Currently, the unit has submitted and is waiting for the competent authority to approve the design of the connection intersection to National Highway 9. After approval, the unit will carry out the procedure to request additional traffic light systems for the project and immediately start construction.
The Tran Nguyen Han Road project (phase 2) is being implemented in Dong Giang ward. This project has a total length of over 1.65 km, a roadbed width of 25.5 m and construction of 11 new internal roads in the resettlement area; leveling the ground of 3 resettlement areas... The total investment of the project is over 201.2 billion VND; implementation period is from 2021 to 2024. This project started on April 15, 2022.
Present at this project on June 4, 2025, the reporter noticed that about 900 m of the road surface at the end of the route had been paved; many sections of the ground were still littered with rocks, soil, and concrete structures; the resettlement area was still under construction... What is of concern is that the current state of the project is like this but there is no system of signs, ropes, or warning posts to alert road users to danger.

Local residents said that the slow construction of Tran Nguyen Han Street not only spoils the urban beauty and pollutes the environment, but also greatly affects the livelihoods and daily activities of the people. "Since the beginning of construction, this project has rarely been carried out in a bustling manner, but usually only has a few machines and workers working at a slow pace, so we don't know when it will be completed," said Mr. Nguyen Van Hieu, in Quarter 3, Dong Giang Ward.
In recent times, many traffic projects in Dong Ha have been invested and put into use, promoting the strong development of the provincial capital. However, unfinished construction projects that have lasted for many years like the ones above are affecting the quality of the urban area and the trust of the people.
To overcome this situation, there needs to be urgent, drastic and responsible intervention from all levels of government and functional agencies. Only then can Dong Ha City put an end to the situation of “road construction year after year but no one knows when it will be completed”.
