The seminar "Breakthroughs for Social Housing Development," organized by the Government's online portal on June 5, 2025, brought together representatives from relevant agencies, experts, and businesses to propose solutions to accelerate the realization of 1 million social housing units in the coming period.

The seminar "Breakthroughs for Social Housing Development," organized by the Government's online portal on June 5, 2025, brought together representatives from relevant agencies, experts, and businesses to propose solutions to accelerate the realization of 1 million social housing units in the coming period.

In major cities and key economic regions such as Hanoi, Ho Chi Minh City, Binh Duong, and Dong Nai, the demand for housing among low-income earners, industrial park workers, and grassroots officials and civil servants is very high. However, it is estimated that only about 10% of these workers and civil servants have access to housing that is affordable for their income.

The average monthly salary for industrial zone workers ranges from 8-10 million VND; the average monthly salary for commune-level officials and civil servants is around 10-13 million VND. Meanwhile, the price of commercial housing in many areas has skyrocketed to 30-50 million VND/m². An average 70m² apartment costs approximately 2.5-3 billion VND – equivalent to the accumulated income of a working family for... several decades.

According to Deputy Minister of Construction Nguyen Van Sinh, on May 29, 2025, the National Assembly passed Resolution No. 201 on piloting a special mechanism for the development of social housing. This can be considered a groundbreaking resolution, aimed at removing procedural obstacles hindering the investment and development of social housing, as well as addressing practical difficulties.

Resolution No. 201 includes several notable mechanisms and policies, such as the establishment of the National Housing Fund. This is followed by the reduction and reform of administrative procedures in the investment and construction of social housing, aiming to streamline procedures, shift strongly from pre-approval to post-approval, and strengthen supervision as directed in Resolution No. 68-NQ/TW of the Politburo.

Resolution No. 201 has supplemented the social housing support policy, such as stipulating the conditions for receiving social housing support for those affected by the reorganization of administrative units; at the same time, it grants localities the autonomy to consider and assess based on travel time, transportation infrastructure conditions, and geographical regions... Expanding the scope to include: enterprises, state agencies, political organizations, and socio-political organizations that can rent social housing to accommodate their officials, civil servants, and employees, thereby creating conditions for officials, civil servants, and employees to work with peace of mind.
