Minister of Home Affairs Pham Thi Thanh Tra signed Official Dispatch No. 11 of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model of the Government . The Official Dispatch aims to guide the standards for new commune-level civil servant titles in 2025.
General standards for commune-level officials and civil servants
Regarding title standards, commune-level officials will follow the conclusions of the Politburo , Secretariat, and Central Organizing Committee on personnel plans when arranging the apparatus and administrative units.
Commune officials include the Party Secretary, Deputy Party Secretary, Chairman of the People's Council, People's Committee, Vice Chairman of the People's Council, People's Committee.
The Steering Committee guides the arrangement and assignment of commune-level civil servants, including civil servants holding the positions of department head and equivalent, deputy department head and equivalent, and professional and technical civil servants.
This group will have common standards of political ideology, moral qualities and standards of training level.
In particular, civil servants must fully perform their obligations as prescribed by law; seriously comply with the assignment of tasks by superiors; and comply with the law.
Dedication, responsibility, integrity, honesty, objectivity, impartiality and exemplary performance of public duties; politeness, culture and standards in communication and service to the people.

The Government Steering Committee said that civil servants must have a university degree or higher, basic professional qualifications appropriate to the field of work of the assigned job position, or have practical experience related to the job position.
New arrangement of civil servants at commune level
The document clearly states the standards for leading and managing civil servants (department heads, equivalent, deputy department heads, equivalent of People's Councils and People's Committees of communes). In addition to meeting the general standards, leading and managing civil servants must also meet specific standards on political theory...
In case of arrangement to hold leadership and management positions and titles in the new commune-level Party Committee structure, the standards and conditions according to Directive 45 and Conclusion 154 of the Politburo must be ensured. In addition, cadres holding leadership positions at the district-level department level and above do not have to meet the age and planning standards.
Professional and technical civil servants at the commune level are elected or recruited, and their salaries are arranged according to their training level like administrative civil servants prescribed in Decree 33/2023. If they meet the prescribed standards and conditions, they will be arranged into the job position of civil servants at the new commune level.
At the same time, being classified as an administrative civil servant at the current salary level and coefficient, does not have to go through the procedures to be accepted as a civil servant.
In case commune-level cadres and civil servants are being sent by competent authorities for university training to meet the requirements of the job position they are undertaking, the civil servant management agency shall consider and arrange them to a new suitable job position at the commune level.
This group continues to participate in training until graduation as required.
Commune-level civil servants who are ethnic minorities or work in areas with especially difficult socio-economic conditions and have not yet attained university qualifications need to have their capacity, credibility, and practical experience considered and be assigned suitable jobs.
At the same time, university degrees must be standardized within 5 years from the establishment of new commune-level administrative units.
The Steering Committee said that provincial and district-level officials will be assigned to work as civil servants at the new commune level according to the arrangement plan approved by competent authorities, without having to go through procedures to receive them as civil servants.
Current provincial and district-level officials, civil servants, and public employees, and commune-level officials who are assigned to work as civil servants at the new commune level, will continue to receive salaries according to their current ranks, grades, and allowances for a period of 6 months.

Civil servants and professional and technical officials appointed to leadership and management positions at the commune level will temporarily not receive leadership position allowances until there are regulations from the Government.
