Ho Chi Minh City: Complete policy to promote the development of sharing economic model in the tourism accommodation sector by 2027

The Ho Chi Minh City Department of Tourism (HCMC) said that the unit was assigned to coordinate with the Department of Science and Technology and related units to research and develop a "Policy to promote the development of the sharing economic model in the field of tourist accommodation in HCMC". The policy is expected to be completed in 2027.

Regarding the short-term accommodation model in apartment buildings in Ho Chi Minh City, the Ho Chi Minh City Department of Tourism said that in recent years, the sharing economy model in the accommodation sector (especially short-term accommodation in apartment buildings) has developed strongly in Ho Chi Minh City, meeting the diverse needs of international tourists, experts, short-term workers and young people who love homestay experiences.

However, this model also has many shortcomings such as difficulties in managing security and order, not ensuring fire prevention and fighting conditions, not having a strict monitoring mechanism, posing potential risks to tourists, especially related to benefits when there is no clear service contract, legal invoices and documents, affecting the image of the city's destination.

The Department said that on February 27, 2025, the Ho Chi Minh City People's Committee issued Decision No. 26/QD-UBND on promulgating the Regulations on management and use of apartment buildings in Ho Chi Minh City, including regulations on management of apartment exploitation activities as tourist accommodation facilities in apartment buildings, conditions for exploiting apartments as tourist accommodation services (in Article 12 of the Regulations), and this issue has a direct impact on households that have been doing business under the Airbnb model in the past time.

Implementing the policy of the Ho Chi Minh City People's Committee on developing the sharing economy in Ho Chi Minh City in the period of 2025-2030, in which, the Department of Tourism is assigned to coordinate with the Department of Science and Technology and related units to research and develop a "Policy to promote the development of the sharing economy model in the field of tourist accommodation in Ho Chi Minh City".

The Department of Tourism said that it is expected that this policy will be completed in 2027 with main contents such as building a complete legal framework, suitable for reality, regulations on business registration, and licensing for short-term accommodation business owners.

Develop and implement tax policies for room rental activities via sharing platforms, in accordance with the tax system of Ho Chi Minh City and the national tax system, build a coordination mechanism between local authorities and sharing platforms to monitor activities, promptly handle violations related to security and order, and fire prevention and fighting.

Build and perfect an intelligent management and monitoring system, develop an integrated electronic information portal that allows individuals and organizations to easily register and declare taxes; the information portal connects data between relevant agencies and localities, ensuring transparent management and continuous updates.

Applying information technology in monitoring business activities, building a system using big data to monitor and analyze tourism demand, number of tenants and market trends.

Develop and pilot a coordination mechanism between state management agencies, clearly assign responsibilities to each agency in managing and developing sharing economic activities, strengthen supervision, and establish regular communication channels to promptly detect and handle related issues.
