According to Resolution No. 201/2025/QH15, some specific mechanisms and policies for social housing development are the establishment of the National Housing Fund, aiming to create capital for investment in social housing construction. In particular, it is to reduce and reform administrative procedures in social housing construction investment procedures. Specifically, not to carry out bidding procedures to select investors, procedures for approving investment policies according to the provisions of the law on investment, but to assign investors without bidding. Not to require the implementation of the steps of preparing, appraising, and approving detailed planning tasks. Eliminating the procedure for appraising the Feasibility Study Report on construction investment at specialized construction agencies, especially not requiring the implementation of an open bidding process for contractor selection packages in construction activities, but applying a shortened bidding process. Exemption from construction permits for cases of applying sample designs and typical designs. In particular, the resolution stipulates the conditions for enjoying social housing support policies for subjects affected by the organization and rearrangement of administrative units...
Speaking at the conference, Vice Chairman of the Provincial People's Committee Vuong Quoc Nam said that according to the assigned targets, Soc Trang strives to have a total of 6,400 social housing units in the area by 2030. Currently, the province is urgently and resolutely focusing on speeding up the progress of procedures related to investment in social housing construction, striving to start 2 social housing projects on the occasion of the upcoming National Day on September 2, with a total of more than 2,100 units, on an area of about 16 hectares.
Concluding the conference, Prime Minister Pham Minh Chinh emphasized that the implementation of social housing development has profound humane and humanitarian significance. Therefore, he requested ministries and branches to focus on perfecting institutions and policies. In particular, leaders of ministries, branches and localities need to pay attention to directing and grasping policies, thereby organizing timely and creative implementation in practical conditions at units and localities. The implementation process must have control tools to avoid negativity and corruption.
Prime Minister Pham Minh Chinh requested the Ministry of Construction to coordinate in establishing the National Housing Fund soon. Chairmen of People's Committees of provinces and cities should consider providing guidance and implementing regulations on beneficiaries. Ministries, branches, localities and press agencies should focus on disseminating and popularizing social housing policies so that people can access and benefit from them in accordance with regulations.
