The issuance deadline is June 2025, ensuring synchronous effectiveness with Resolution No. 201/2025/QH15.
That is the content of Resolution 155/NQ-CP dated June 1, 2025 promulgating the Government's Plan to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.
The plan aims to synchronously, uniformly and effectively implement the pilot mechanisms and policies for social housing development stipulated in Resolution No. 201/2025/QH15; clearly define the responsibilities and implementation progress of ministries, branches and localities, ensure timely and effective implementation, and avoid legal gaps or overlaps.
The plan sets out a number of key tasks and implementation progress for ministries, branches and localities to implement, such as: Developing detailed regulations and measures for implementing the Resolution; disseminating, propagating and training on the implementation of the Resolution; reviewing and perfecting the system of legal documents; establishing, organizing and putting into operation the National Housing Fund and a number of other specific tasks.
The Government assigned the Ministry of Construction to preside over and coordinate with relevant ministries and branches to urgently research, develop and submit to the Government for promulgation in June 2025 a Decree detailing regulations and implementation measures, including the contents assigned in Resolution No. 201/2025/QH15, specifically:
- Assign investors, approve investment policies and simultaneously assign investors without bidding for investment projects to build social housing and housing for the people's armed forces that do not use public investment capital.
- Procedures for granting construction permits in cases requiring construction permits and applying sample designs and typical designs for social housing construction projects.
- Determine selling price and rental price of social housing.
- Enforcement measures are under the authority of the Government.
At the same time, the Ministry of Construction shall preside over and coordinate with the Ministry of Finance to develop a Decree detailing the establishment of the National Housing Fund.
Provincial People's Committees, based on local actual conditions, shall issue detailed regulations on cases where people who own houses but are far from their workplaces are considered for social housing support policies according to Clause 2, Article 9 of Resolution No. 201/2025/QH15. The promulgation deadline is June 2025, ensuring that they take effect in sync with Resolution No. 201/2025/QH15.
In June, the Provincial People's Committee issued detailed regulations on civil servants living far from their workplaces receiving social housing support.
The Government requires that the dissemination, propaganda and training work to implement the Resolution must be carried out regularly and continuously with practical content and appropriate forms for each subject, including:
The Ministry of Construction shall preside over and coordinate with relevant agencies to compile documents, organize conferences to disseminate and train subjects within the scope of the resolution, including: officials working in housing, construction investment, planning, finance, land... from the central to local levels.
Ministries, ministerial-level agencies, agencies and organizations at the central level shall proactively organize propaganda and dissemination of Resolution 201/2015/QH15 and guiding documents to cadres and civil servants of agencies and units in appropriate forms.
The Ministry of Culture, Sports and Tourism directs central and local news agencies and press to have plans to propagate and disseminate Resolution 201/2015/QH15 and guiding documents in various forms to each organization and each person...
The Government assigned the Ministry of Construction to preside over and coordinate with the Ministry of Finance and relevant ministries and branches to develop and promulgate the operating regulations of the Central Housing Fund; allocate funds for the Central Housing Fund; and guide localities in establishing, allocating funds and operating local housing funds.
The Provincial People's Committee shall develop and promulgate regulations on the operation of the Local Housing Fund, ensuring public, transparent and effective operations; and allocate funds for the Local Housing Fund;
The above task must be completed in the third quarter of 2025.
