It is expected that it will take more than 2 years to test motorbike emissions in Hanoi and Ho Chi Minh City.

The leader of the Department of Environment (Ministry of Agriculture and Environment) said that the start date for motorbike emission inspection in Hanoi and Ho Chi Minh City will be postponed to July 1, 2027, 6 months later than the previously announced schedule.

At the consultation meeting on the draft on June 3, Mr. Le Hoai Nam - Deputy Director of the Department of Environment ( Ministry of Agriculture and Environment ) - said that the draft emission standards and guiding circular have been completed and are expected to be issued in the next 1-2 weeks. This will be the first time Vietnam has implemented emission testing for motorbikes.

At the consultation meeting, the Ministry of Agriculture and Environment announced the latest draft on the roadmap for applying emission standards for motorbikes and scooters circulating in Vietnam.

The time for emission testing in Hanoi and Ho Chi Minh City has been officially delayed compared to the previous draft to create more preparation time for people and localities.

In some cities such as Hai Phong, Da Nang, Can Tho and Hue, motorbike emission measurement will be implemented from July 1, 2028. For the remaining localities, the time to apply emission inspection regulations will start from July 1, 2030.

In addition, the Department of Environment said that for low emission zones as prescribed by the Capital Law, vehicles participating in traffic are required to meet emission levels according to a separate resolution of the Hanoi People's Council.

Many ministries join the motorbike emission inspection roadmap

According to the Ministry of Agriculture and Environment, this unit will issue national technical regulations and guide localities in implementing them. The Ministry of Construction will play a role in inspecting, certifying and supervising emission testing facilities.

The Ministry of Industry and Trade is responsible for ensuring fuel supplies meet new emission standards. The Ministry of Public Security will coordinate in sharing inspection data and supporting enforcement monitoring.
