Permanent Deputy Prime Minister Nguyen Hoa Binh is Head of the Central Steering Committee.

Deputy Heads of the Central Steering Committee include: Deputy Prime Minister Tran Hong Ha; Deputy Prime Minister Mai Van Chinh; Deputy Prime Minister Le Thanh Long.

Members of the Central Steering Committee include: Minister, Head of the Government Office Tran Van Son (Standing member); Minister of Public Security, Senior General Luong Tam Quang; Minister of Finance Nguyen Van Thang; Minister of Agriculture and Environment Do Duc Duy; Minister of Ethnic Minorities and Religions Dao Ngoc Dung; Minister of Culture, Sports and Tourism Nguyen Van Hung; Deputy Minister of National Defense, Senior Lieutenant General Vu Hai San; Deputy Head of the Government Office Pham Manh Cuong; Deputy Minister of Agriculture and Environment Tran Thanh Nam; Deputy Minister of Health Do Xuan Tuyen; Deputy Minister of Justice Nguyen Thanh Tu; Deputy Minister of Construction Nguyen Van Sinh; Deputy Minister of Science and Technology Bui Hoang Phuong; Deputy Minister of Education and Training Le Tan Dung; Deputy Minister of Industry and Trade Phan Thi Thang; Deputy Minister of Home Affairs Cao Huy; Deputy Governor of the State Bank of Vietnam Dao Minh Tu; General Director of the Vietnam Bank for Social Policies Duong Quyet Thang; Vice President of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy.

According to the functions, tasks and powers of the Central Steering Committee, the Committee assists the Prime Minister in directing, operating and resolving general tasks related to the management and implementation of national target programs in the 2021-2025 period and preparing for implementation in the 2026-2030 period.

The Central Steering Committee is responsible for researching, advising, recommending, and proposing to the Prime Minister directions and solutions for directing and operating general issues in the management and implementation of national target programs.

This Committee assists the Prime Minister in directing, operating, and coordinating activities between ministries, central and local agencies in organizing the implementation of national target programs; directing and urging ministries, central and local agencies to summarize and evaluate the results of implementing national target programs in the 2021-2025 period; preparing for implementation in the 2026-2030 period and performing other tasks assigned by the Prime Minister.

The Central Steering Committee works part-time, promotes personal responsibility, performs the above functions, tasks and powers and operates according to the Central Steering Committee's Operating Regulations.

The Head of the Central Steering Committee issues the Regulations on the operation of the Central Steering Committee; leads and directs the general activities of the Central Steering Committee and decides to consolidate the members of the Central Steering Committee who are deputy leaders of ministries, agencies, leaders of the Central Committee of the Vietnam Fatherland Front and the General Director of the Bank for Social Policies. The Deputy Heads of the Central Steering Committee directly monitor and direct the implementation of national target programs as assigned in Decision No. 401/QD-TTg dated February 25, 2025 of the Prime Minister and other relevant documents.

The Head and Deputy Heads of the Central Steering Committee use the seal of the Prime Minister; the Standing Committee members and members of the Central Steering Committee use the seal of the ministry or agency where they work.

The Ministry of Finance is the standing agency of the Central Steering Committee, using its apparatus to perform the task of assisting the Central Steering Committee in managing and synthesizing national target programs.

The owner of the national target program uses its existing apparatus to perform the task of assisting the Central Steering Committee according to each national target program, ensuring streamlining and efficiency, without increasing organizational units and staff.

The Prime Minister assigns agencies with leadership representatives participating in the Central Steering Committee to use their existing apparatus to assist members of the Central Steering Committee in performing assigned tasks and powers according to the Central Steering Committee's Operating Regulations.
