Promoting State - Scientist - Business cooperation between Vietnam - Japan
In the context of Resolution 57 receiving enthusiastic responses from Vietnamese experts and intellectuals at home and abroad , with the desire to contribute to the development of science and technology, innovation and national digital transformation, on May 31, 2025, more than 60 scientists and delegates representing Vietnamese digital enterprises in Japan attended the Conference to directly contribute ideas on the implementation of Resolution 57 and ways for Vietnamese scientists and digital enterprises in Japan to participate and contribute to the country's development and the goals set out in the Resolution.
Conference Overview.
Speaking at the opening of the Conference, Vietnamese Ambassador to Japan Pham Quang Hieu said that the Vietnamese community is currently the second largest foreign community in Japan with more than 600,000 people and has achieved many outstanding achievements in Japan. Notably, many experts and intellectuals who have lived in Japan for 15-20 years are currently researching and working in the key areas of Resolution 57, holding important positions, such as: Professor, head of research labs of prestigious universities and research institutes such as Tokyo University, Kyoto University, Tohoku University, Institute of Advanced Industrial Science and Technology - JAIST, Japan Advanced Institute of Industrial Science and Technology (AIST) ... and large enterprises and corporations such as Sharp, Fujitsu, Rakuten, Softbank ... Along with that, the Vietnamese IT business community in Japan is a pioneering force in exploring the Japanese market, and has been the leader in digital transformation cooperation with Japan.
Vietnamese Ambassador to Japan Pham Quang Hieu reported to the Deputy Prime Minister and informed all delegates about the Vietnamese intellectual community in Japan.
Reporting at the Conference, Science and Technology Counselor Nguyen Duc Minh said that currently, Vietnam has more than 250 scientists holding the positions of Professor, Associate Professor and researcher at Japanese universities, research institutes and enterprises; always maintaining its position in the Top 10 countries with the largest number of foreign researchers in Japan for over 10 years.
Along with the force of highly qualified experts doing research work at public and private research institutions, enterprises requiring high technical expertise, or working in high-level business management and operations, Vietnam currently has nearly 1,000 highly qualified people who meet Japan's criteria for attracting foreign talent. These are foreign experts who are assessed by the Japanese Government as indispensable for the development of academic research and economic development in Japan and are selected based on high criteria such as having a doctorate degree from a prestigious training institution, work experience after obtaining a doctorate degree, an annual salary much higher than the average salary and currently holding a key research position, or a leadership or executive position.
In addition, there are nearly 6,700 Vietnamese IT engineers working in Japan, of which more than half are working for member companies of the Vietnam Digital Transformation Association in Japan - VADX. This is a pioneering force in promoting digital transformation and introducing digital technology solutions to the demanding Japanese market.
According to Counselor of Science and Technology Nguyen Duc Minh, the Vietnamese innovation ecosystem in Japan to promote the implementation of Resolution 57 in Japan has been formed with two core forces: a group of highly qualified scientists, experts and IT engineers - VADX Association, together with Vietnamese intellectual and academic associations and the Vietnamese Embassy in Japan playing the role of an important bridge, promoting State - Scientist - Enterprise cooperation and connecting with Vietnamese agencies such as ministries, branches, localities, universities, research institutes, and domestic enterprises.

At the conference, Vietnamese scientists in Japan introduced their outstanding activities, including training high-quality human resources, research cooperation with domestic partners, especially in the fields of artificial intelligence, semiconductors and quantum. Vietnam and Japan have recently signed an important cooperation framework in the field of semiconductors, namely the Joint Research Program between the Ministry of Science and Technology of Vietnam and the Japan Science and Technology Agency - JST and the Agreement on training 250 PhDs in semiconductors between the Ministry of Education and Training of Vietnam and the Ministry of Culture, Sports, Education, Science and Technology of Japan. These will be important mechanisms for Vietnamese scientists in Japan to directly participate in PhD training and implement joint research projects with scientists in Vietnam in the field of semiconductors. Scientists recommended that the joint research program between the two countries should be expanded to the field of AI, which is also the strength of Vietnamese scientists in Japan.

According to a quick survey by the Vietnamese Embassy in Japan, Vietnamese scientists agree to be ready to join the network of scientists specializing in strategic technologies such as AI, semiconductors and quantum with specific activities that can be participated in such as: (1) Participating in joint research projects; (2) Receiving human resource training in Japan; (3) Teaching specialized subjects for a limited time at Vietnamese facilities; (4) Participating in specialized scientific councils, providing orientations for National Science and Technology Programs; (5) Connecting Japanese partners to participate; (6) Chairing research and technology development projects according to domestic needs; (7) Consulting on strategies, policies and technology transfer consulting; and (8) being able to return to Vietnam to work when a suitable position is available. The above activities can be implemented through the following mechanisms: (1) Joint Research Cooperation Program of the Science and Technology Funds of the two countries; (2) Through strategic cooperation between Vietnamese scientists working in Japan and Vietnamese partners; (3) Through the Program to call for and select Vietnamese scientists abroad to participate in specific activities; (4) Through the Enterprise Sponsorship Program.
Concluding the conference, Deputy Prime Minister Nguyen Chi Dung praised the pioneering role of the community of Vietnamese scientists and technology enterprises in Japan - those who are contributing to the glory of Vietnamese intelligence in one of the leading technologically developed countries. The Deputy Prime Minister requested Vietnamese scientists and intellectual associations to continue to promote and connect innovation networks, forming strategic specialized public networks suitable to the characteristics of the Japanese locality such as AI, semiconductors, quantum, thereby implementing specific activities such as human resource training, joint research, promoting technology transfer, and entrepreneurial spirit in Japan.
Praising the community of scientists, more than 70 businesses and 5,000 Vietnamese IT engineers in Japan, the Deputy Prime Minister believes that this is an important bridge, bringing practical benefits to both countries.
In response to the Deputy Prime Minister's call, the VADX Association is committed to building a common connection platform between Vietnamese scientists, research groups, and businesses in Japan and domestically, gradually replicating the model to Vietnamese communities in other countries.
