Accordingly, the Chairman of the Provincial People's Committee authorizes the Department of Construction to approve the design and grant construction permits for traffic intersections connecting to national highways in the province under the jurisdiction of the Provincial People's Committee, specifically as follows:
Approve the design for the Department of Construction to design the intersection connecting to the National Highway according to the provisions of Point b, Clause 2, Article 3 of Circular No. 41/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport regulating the management, operation, exploitation and maintenance of road infrastructure.

Authorize the granting of construction permits for intersections connecting to National Highways according to the provisions of Point b, Clause 2, Article 4 of Circular No. 41/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport regulating the management, operation, exploitation and maintenance of road infrastructure.
The time for implementing the authorization content is from the date of signing until December 31, 2026, except in cases where the provisions of law on the above content are changed or adjusted.
The Department of Construction is responsible before the law and the Provincial People's Committee for the implementation of authorized contents. Annually (before December 31), summarize, report results and make recommendations to the Provincial People's Committee according to the provisions of law.
