The report of the Ministry of Finance at the conference stated that over 40 years of renovation, the private economy has developed strongly and achieved many remarkable achievements. The number of established enterprises has increased sharply over the years, to date there are nearly 1 million enterprises operating in the economy. The private economy has continuously maintained a fairly high growth rate, is the sector with the largest contribution to the economy, accounting for about 50% of GDP, contributing to job creation, promoting economic restructuring, especially in rural areas and difficult areas. The team of entrepreneurs is increasingly growing, actively integrating regionally and internationally; making important contributions to the cause of building, defending the Fatherland and developing the country.
In addition to the achievements, the private economy is currently facing many barriers that hinder its development, and has not yet made a breakthrough in terms of scale and competitiveness. At the seminar, there were 14 opinions from representatives of a number of corporations, businesses, entrepreneurs, managers, and scientists. The opinions expressed joy at the attention of the Party and State when they have just issued many policies and mechanisms to "open the way", remove many bottlenecks and create motivation for business development.
On this occasion, many delegates recommended that the Government continue to remove obstacles in administrative procedures, inspection and examination work; create conditions for businesses to access resources in terms of capital, land, technology, and policy mechanisms; and pay attention to honoring and rewarding businesses that have made worthy and positive contributions to the economy.
Economist Dr. Can Van Luc proposed that the Government establish a guarantee and credit fund at the central and local levels; implement a mechanism for ordering large private enterprises to carry out a number of key national programs and projects. Continue to improve and standardize the system of indicators, statistics, and data for the general economy, as a basis for the private economy to objectively and accurately assess the situation, thereby planning appropriate development strategies. Currently, some localities are restructuring administrative units, leading to many associations at the district and county levels facing difficulties in their operations. Comrade Pham Minh Chinh acknowledged and highly appreciated the important role of the private economy, affirming that this is a force with decisive factors for the country's development in the new era. He emphasized that the world situation is forecast to continue to develop rapidly, complicatedly and unpredictably; strategic competition between major countries is increasingly fierce, the explosive development of new technologies is posing enormous challenges but also bringing opportunities for national development. In order to develop the private economy into an important driving force to meet the requirements of national development in the new era, the Prime Minister requested that central ministries and branches pay more attention to communication work, arousing the entrepreneurial spirit and dedication of businesses and entrepreneurs; paying attention to honoring and praising typical businesses and entrepreneurs who have made great contributions to society. At the same time, strictly handle acts of harassment and negativity affecting businesses and entrepreneurs.
The Ministry of Finance coordinates with relevant ministries and branches to urgently review and complete the legal framework on individual businesses; encourage business households to convert into enterprises.
The Prime Minister requested associations, corporations and enterprises to pay attention to building a team of entrepreneurs with ethics, business culture, honesty, integrity and respect for the law. Proactively renew thinking, innovate, pioneer in transferring science and technology, and smart management. Strengthen connections between enterprises, create production and supply chains nationwide and globally. Actively participate in social security work, contribute ideas to the Party and Government to build and develop high-quality human resources, build infrastructure, legal institutions... to bring the country to sustainable development.
Regarding some contents and opinions of enterprises and scientists raised at the conference, the Prime Minister requested relevant ministries and branches to promptly find solutions to remove obstacles. Strengthen connections, meetings and dialogues to promptly grasp the aspirations and wishes of enterprises, helping enterprises overcome difficulties; report, recommend and propose to the Government if the contents are beyond their authority.
