Proactive implementation, positive results
Implementing the Resolution of the 11th Conference of the 13th Party Central Committee, the Standing Committees of the Provincial Party Committees of the two provinces have focused highly and resolutely on leading and directing Party committees at all levels, Party organizations, agencies, localities and units in the Provincial Party Committee on reorganizing the apparatus, streamlining the payroll and restructuring the contingent of cadres, civil servants and public employees in the political system of the province. They have proactively established the Provincial Steering Committee and 5 Working Groups to implement tasks in a methodical and scientific manner, contributing significantly to the effective implementation of the Resolution of the 11th Conference of the 13th Party Central Committee in conjunction with the development and completion of documents and personnel work.
Party committees, party organizations and the entire political system of the two provinces carried out the work urgently, comprehensively, closely, cautiously, democratically, objectively, ensuring progress, timeliness and compliance with the Central's policies. During the implementation process, a high consensus was created and the participation of the entire political system in the province was promoted. The roles and responsibilities of the members of the Provincial Party Standing Committee, the members of the Provincial Party Committee, and the heads of agencies, localities and units were promoted.

According to the project to rearrange administrative units of Bac Ninh and Bac Giang provinces, when implemented, 27 provincial-level agencies will be reduced (10 agencies and units under the Provincial Party Committee; 4 agencies under the Provincial People's Council; 13 specialized agencies under the Provincial People's Committee) and 192 departments, equivalent, 2 branches, 4 public service units. According to the project to rearrange administrative units at the commune level, Bac Giang province will rearrange from 192 commune-level administrative units into 58 wards and communes, a reduction of 69.79%; Bac Ninh province will rearrange 121 commune-level administrative units into 41 wards and communes, a reduction of 66.12%.
The work of preparing documents for the congress and personnel for the new term of the Party Committee was closely coordinated and scientifically implemented by the Standing Committees of the Provincial Party Committees of the two provinces in accordance with regulations and in accordance with the characteristics of the situation of the merged Party Committee. Up to now, the draft Political Report of the Bac Ninh Provincial Party Committee (after the merger) (first time) has been completed, ensuring full absorption of the guiding viewpoints, goals, tasks and solutions stated in the resolutions and directive documents of the Central Committee and being feasible.
The Standing Committees of the Provincial Party Committees of the two provinces issued a Plan to implement the Conclusion Notice No. 148-KL/TW, dated April 8, 2025 of the Politburo; in which, specific tasks were assigned with specific completion times. At the same time, the two provinces closely followed the Central Government's directives to synchronously deploy tasks and solutions to promote the development of science, technology, innovation and digital transformation...
In addition to the achieved results, the leaders of the two provinces pointed out the limitations, difficulties, obstacles and made recommendations and proposals to the Central Government on a number of issues related to the merger of the provinces. In particular, the Central Government should soon provide specific instructions on the arrangement of deputy comrades of current political and social organizations; on the organizational structure and staffing of the Provincial Inspectorate (after the merger); and on determining the organizational structure model of the Provincial Public Administration Service Center (after the merger).

It is recommended that the Central Government pay attention to directing and providing specific instructions on the consolidation and establishment of the Digital Transformation - Cryptography Department at the Provincial Party Committee Office. Unify the model of connecting the Party's wide-area information network from the Central to the commune level so that the provincial level can promptly implement it.
The Ministry of Public Security has delegated authority to Project Team 06 of Bac Giang province to access the system to monitor the results of integrating health insurance cards and electronic health records on VNeID (to the commune level). The Ministry of Science and Technology provides technical and financial support to Bac Giang province in implementing digital transformation. The Ministry of Home Affairs considers adding specialized information technology staff to localities...
At the working session, central ministries and branches spoke, discussed and responded to recommendations and proposals of the Standing Committees of the Provincial Party Committees of Bac Giang and Bac Ninh provinces related to issues related to the implementation of the Resolution of the 11th Conference of the 13th Party Central Committee.
Speaking at the meeting, comrade Nguyen Van Gau said: In the past time, the Standing Committees of the Provincial Party Committees of the two provinces have focused on and closely coordinated in organizing the implementation of the task of reorganizing the apparatus and developing the draft documents of the new Bac Ninh Provincial Party Congress. The two provinces have closely followed the viewpoint for the common development of the new province after the merger in arranging and assigning personnel and preparing contents, orientations, tasks and solutions for the coming term. Thanks to that, the tasks have been carried out with high consistency, ensuring effectiveness.
Also at the conference, delegates representing the two provinces also reported and clarified many contents requested by the working delegation, focusing on adjusting regional planning at the commune level; implementing the arrangement of police headquarters in new communes; digital transformation; implementing a model for handling administrative procedures at the commune level...
At the same time, discussing the goals of the new Bac Ninh province after the merger. Regarding social security work, Comrade Vuong Quoc Tuan, alternate member of the Party Central Committee, Chairman of the People's Committee of Bac Ninh province said that although the policies of the two provinces are currently different, by 2026, they will strive to regulate and allocate resources so that all existing social security policies will cover the entire new province.

Prepare well the Congress documents
Concluding the working session, on behalf of the delegation, comrade Nguyen Duy Ngoc thanked the two provinces of Bac Giang and Bac Ninh for their initiative in arranging and seriously preparing the content for the working session with the delegation, meeting the requirements.
He suggested that the two provinces fully absorb the opinions of the delegation members, supplement the preparation work, ensure that it is consistent with the content, close to the set roadmap, and highly effective. At the same time, update information regularly; carefully study the Central's directives and instructions to avoid wasting time, effort, and money.
From now until the two-level local government model officially comes into operation, there is not much left, the workload is very large, the requirements are increasingly high, so the Standing Committees of the two provincial Party Committees need to have high concentration. In particular, regarding the work of arranging the organizational apparatus, building two-level local governments, urgently implement according to the roadmap. Complete the implementation of projects to end the district and commune-level party committees, establish commune-level party committees directly under the provincial party committee.

Arrange inspection agencies, courts, procuracies, and enforcement agencies; merge the Vietnam Fatherland Front agencies. Arrange and promptly resolve policies for cadres, civil servants, public employees, and workers in accordance with regulations. Restructure and improve the quality of civil servants and public employees, ensuring the right people for the right jobs, best meeting the requirements of tasks and authority when decentralized, delegated, and the 2-level local government model. Prepare enough human resources to focus on developing science and technology.
Regarding personnel work, although the province has a structure, there is still enough time to discuss and calculate carefully, creating an effective and efficient operating apparatus for this year and the following years, for the development of the new Bac Ninh province.
Regarding the preparation of documents, comrade Nguyen Duy Ngoc emphasized that this is a “torch to light the way”, so it is necessary to have very careful and thoughtful preparation. There must be coordination, in-depth discussion, determination of new development space and thinking, identification of the spearhead, resources and output for the product; identification of opportunities and challenges… Document drafting must closely follow the requirements of comrade General Secretary To Lam, which are clear, concise, easy to implement and immediately implementable documents at each level.
Along with the requirements and tasks in the work of organizing the apparatus and preparing documents for the Provincial Party Congress, he requested that the two provinces pay real attention to handling complaints and denunciations. Focus on solving the root causes of problems and complicated cases arising in practice.
Along with that, review and rationally use the post-merger offices, avoid negativity and waste of public assets. Strengthen the work of ensuring political security and social order and safety.
The Chairman of the Central Inspection Commission emphasized the need to implement the policy and guiding spirit: Locality decides, locality acts, locality takes responsibility, for the common development goal. He requested that members of the Working Group and leaders of the two provinces closely coordinate and exchange regularly to promptly and thoroughly resolve difficulties and obstacles in the process of performing tasks.
