“Don't say no, don't say difficult”
In the plan, the Provincial People's Committee has specified and clearly assigned tasks to departments, branches, sectors and localities to be consistent with the Provincial People's Committee's guiding ideology on improving the business investment environment, supporting small and medium enterprises to innovate, modernize technology, develop human resources and improve labor productivity. This is also the basis for units to develop specific and effective solutions, striving to successfully implement the goal of developing small and medium enterprises in the province.

The plan emphasizes the role of the Provincial People's Committee in creating and coordinating, the specific tasks of each department, branch, and locality, in the spirit of accompanying enterprises, taking enterprises as the target of service. The goal is to remove difficulties and create the most favorable conditions for small and medium enterprises to access credit, science and technology, innovation and digital transformation. Thereby, improving competitiveness and contributing to the socio -economic development of the province.
Mr. Le Huu Hoang - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Secretary of the Provincial Party Committee said that the whole province has more than 11,000 operating enterprises, most of which are small and medium-sized enterprises. Since the beginning of the year, the whole province has had 546 newly established enterprises with registered capital of nearly VND 7,348 billion and 549 enterprises returning to operation, an increase of 52.5% over the same period last year. Creating conditions for enterprises to develop is the top priority, therefore, the province clearly defines the responsibilities of departments, branches, sectors and localities in implementing Directive No. 10 to ensure practicality and effectiveness. In particular, the province requires "not saying no, not saying difficult, not saying yes but not doing", taking drastic actions with the motto "clear people, clear work, clear responsibilities, clear time, clear results, clear authority" as directed by the Government .
Shorten time, reduce costs for businesses
One of the key tasks identified by the Provincial People's Committee is to perfect legal policies, reform administrative procedures, and create a favorable and equal investment and business environment for small and medium-sized enterprises. Departments, branches, and localities will focus on disseminating Directive No. 10 to the business community of the province; at the same time, drastically deploy solutions to promptly remove barriers and "bottlenecks" to maximize the resources of small and medium-sized enterprises to contribute to the province's double-digit economic growth target.
Notably, the province aims to reduce administrative procedure processing time by at least 30%, compliance costs by at least 30%, and eliminate at least 30% of unnecessary business conditions by 2025. The strong shift from "pre-inspection" to "post-inspection" management, combined with increased inspection and supervision, will be promoted. The administrative reform tasks set out in 2025 will be focused on completing, quickly resolving investment procedures, granting business licenses, and removing difficulties and obstacles for businesses and investment projects.
Along with that, digital transformation is promoted, especially supporting small and medium enterprises to access information and public services conveniently and quickly, helping enterprises participate in export activities, value chains, invest in original technology, digitize business activities and management to approach international standards and practices. According to Mr. Nguyen Tan Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial People's Committee Party Committee, Khanh Hoa sets a goal that by 2030, the digital economy will account for at least 30% of the province's GRDP; 80% of state-owned enterprises in the province and more than 50% of enterprises in the province will shift to digital platforms. Khanh Hoa also popularizes fiber optic broadband Internet services, 5G mobile networks; the rate of population using digital applications and services to interact with the government reaches more than 80%... The Department of Science and Technology will take the lead in advising the Provincial People's Committee on programs and plans to support small and medium-sized enterprises to start up and innovate. At the same time, coordinate to develop policies to support innovative enterprises, promote digital transformation, especially "dual transformation" (digital transformation combined with green and inclusive transformation).
In addition, the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with relevant associations, unions and units to summarize difficulties and obstacles, especially regarding planning, land use plans, production and business conditions, and report to the Provincial People's Committee for resolution. At the same time, advise the Provincial People's Committee to organize direct dialogue programs with enterprises and proactively organize the "Business Coffee" program periodically to exchange, listen, support and accompany enterprises. Along with that, continue to implement the Department, Sector and Local Competitiveness Index (DDCI) in 2025.
Mr. Nguyen Quang Duy - Permanent Vice President of Khanh Hoa Young Entrepreneurs Association said that associations and business associations in the province are encouraged to promote their role as representatives and bridges between the business community and enterprises with state management agencies in information activities, propaganda of new regulations and policies on enterprises. Associations and associations are responsible for promoting activities and improving the quality of support for the development of members who are small and medium-sized enterprises in production and business activities; researching and organizing connection activities in the business community to seek business opportunities, cooperation, and association for development... The implementation of the plan will create a favorable environment, promising to help the small and medium-sized enterprise community break through and contribute more strongly to the socio-economic development of the locality.
